Gen sa Police: Tulungan si SpeedGame vs Jueteng

URDANETA CITY – Sa gitna ng pagsusulputan  at pamamayagpag ng operators ng illegal number game jueteng, inutusan ng Police Regional Director ang Police Provincial Director ng Pangasinan na alalayan ang bagong prangkisya government sanctioned Small Town Lottery sa probinsiya.
Ani sa isang memorandum ni Police Chief Superintendent Romulo E. Sapitula kay Pangasinan's Police Provincial Office Director Senior Supt. Ronald Oliver Lee na atasan ang kanyang mga chiefs of police sa 44 na bayan at apat na mga siyudad ng lalawigan na sugpu-in ang mga jueteng operations.

Ito ay dahil sa pagpasok ng Philippine Charity Sweepstake Office-Small Town Lottery (PCSO-STL) Authorized Agent Corporation (AAC) Speed Game, Incorporated (SGI) para ito ay malayang mapaandar ang kanyang arawang betting games.
The success of the said game will help the National Government raise additional charity funds and broaden the number of people who will greatly benefit from PCSO’s medical charity assistance work for the less privileged. Additional revenues from the game are also intended to benefit various offices of the Philippine National Police (PNP) by way of allocating corresponding STL shares from the gross sales of the STL operations,” sulat ni Chief Supt. Sapitula sa kanyang January 2 Directive kay S/Supt. Lee kung saan inulit niya ang request na pinadala sa kanya ni PCSO General Manager Alexander Balutan noong December 18, 2017.
Sinulatan ni Balutan si Sapitula na ang SGI ang bagong na-aprobahan na STL's Authorized Agent Corporation sa Pangasinan.
Sinabi pa ni Police Regional Director  kay S/Supt. Lee na mag pasa ng kanyang  action kontra sa operators ng illegal number games.
Kabubukas lamang ng SGI at PCSO-Pangasinan ng kanilang bagong betting stations sa Barangay San Vicente dito kung saan nag draw sila ng mga bola sa harap ng mga media men.
Ang panayam ng mga reporters sa SGI at PCSO  ay pinangunahan ni  Speed Game President Edward J. Aguilar, Provincial Administrator Anthony Angangco, Operation Manager Jose Millora, District Coordinator Alfie Soriano, Legal Consultant Gerald Gubatan, at PCSO –Pangasinan Manager Editha Romero.
Na iulat kamakailan lamang sa mga television at radyo na ang mga ahente ng National Bureau of Investigation at Criminal Investigation & Detection Group ng Philippine National Police ay hindi magkandaugaga sa pag raid at pagdakip sa mga kawani at kulektors ng mga illegal na pasugalan gaya ng Peryahan ng Bayan (PnB) sa mga kabayanan ng Pangasinan dahil sa kanilang pagsaway sa Republic Act No. 9287 or An Act Increasing the Penalties for Illegal Number Games, others.
Ang Speed Game, ang second bidder sa STL, ang pumalit sa Golden Go Rapid Gaming Corporation (GGRGC) kung saan ang huli ay nag default sa pag remit sa PCSO ng P7.5 million kada araw o P225 million kada buwan ng kanyang presumptive monthly retail receipt (PMRR).
Ani Lawyer Gubatan ng Speed Game ay may arawang kontrata sa PCSO na P3.9 million o P117 million monthly.
Ang pagkalat ng jueteng operations sa Pangasinan, sabi ng isang
 source, ay nangyari matapos e-revoked ng PCSO ang prangkisya ng GGRGC nitong huling quarter ng 2017.

Kinontra ni Antony Angangco ang temporary restraining order (TRO) na pinagyayabang ng abugado ng  PnB sa media kung saan sinasabi ng una na ito ay na deny ng Regional Trial Court ng Pasig City.
Ani Balutan sa isang certification noong November 16, 2017 na ang operation ng Peryahan ng Bayan ay terminated na ng PCSO’s Board of Directors sa Resolution No. 51 Series of 2016 effective February 17, 2016.
“The termination of this Deed of Authority is subject of Civil Case No. 75148 between Globaltech and PCSO pending before the Regional Trial Court of Pasig City, Branch 161. The said Court issued an Order dated 13 October 2017 in Civil Case No. 75148 containing the clear directive denying Globaltech’s application of writ of injunction (Annex “B”),” laman ng certification.
Sabi ng Judge ng Pasig City’s RTC sa isang parti ng kanyang decision sa pag reject sa TRO application ng PnB: “All told the Motion for Issuance of Writ of Injunction is denied for lack of merit and the parties are directed upon receipt of this order to arbitrate pursuant to the Special Rules of Court on Alternative Dispute Resolution”.
