An extortionist policeman in Tarlac province is in a bind. 15 air-conditioned buses loaded with delegates from Bicol Region bound for the Palarong Pambansa (National Game) in Pangasinan were flagged down recently. A policeman mulcted each of the drivers of the 15 buses P1,000 because they do not have franchise to ferry passengers bound to Northern Luzon.
Former chief of the Bureau of Immigration and Dagupan City former Mayor Al Fernandez told me the other day over cup of hot choco and a plate of sumptuous tiny puto (rice cake) of Calasiao at Dagupena Restaurant that one of the passengers took pictures of the cop and gave the photos to the wife of Secretary Jess Robredo of the Department of Interior & Local Government whose son was a player for swimming in the national game. The Robredos were in one of the buses.
Secretary Robredo was with Mayor Al (a former DILG undersecretary too) and Sta. Barbara mayor Carlito Zaplan who are both stalwarts of the Liberal Party in Pangasinan at Dagupena a day before I met him.
Zaplan told me in another occasion that Robredo told them: “Kawawang pulis (I pity the policeman)”.
Robredo has the supervision over the Philippine National Police.
Police Lt. Colonel Rod Samson, a PNP Academy alumnus and the province’s police investigation head, told me that Camp Crame has already sent an investigator in Pangasinan to investigate the malfeasance involving “SPO1 Ngatngat (?)”.
He said the cop could not only be demoted but could be sacked from the service.

Calasiao
Vice Mayor Roy Macanlalay (a three term mayor) told me that after
President Benigno “Noynoy” Aquino III spoke at the opening of the
Palarong Pambansa, he flew (I saw two choppers in Lingayen, one of them I
guessed was the new military green Poland made Sokol as escort to the
president) from Lingayen to Regency Hotel in Calasiao.
President Aquino, Macanlalay related, had all praises for the Calasiao puto. He said some vendors sell them at Green Hills in San Juan.
“Mayor, you better watch some smart-aleck entrepreneurs outside Calasiao duping patrons of your rice cake by telling them that they are from Calasiao,” the president advised Vice Mayor Roy’s son Mayor Mark Macanlalay.
Sec. Robredo even quipped, vice mayor Roy told me, that Mark is a very young mayor when he saw him with 3rd District Congresswoman Rachel Arenas, and members of the cabinets who cooled their heels at the hotel with the president.

Life among councilors in a certain local government unit (LGU) in Pangasinan is hard these days.
A jueteng insider told me in front of some councilors that the entry of Atong Ang’s Jai- Alai have been bad for the 1 to 37 illegal gambling.
“Their P15 thousand a month jueteng payola has not been given for almost a year already,” he told me.
“So you have to fork some sums from your pocket every time an indigent -constituent dropped by at your house,” I posed to one of the councilors.
He answered in the affirmative.
‘Ubos ang sueldo namin, abono pa kami,” he deplored.

They go directly to the Register of Deeds (RD) and asked somebody there for “Direct Transfer (DT)”, then they brought the approved DT by the RD to the Assessor’s Office (AO) for the transfer of the Real Property (like land and properties attached to the land) of Vendor A to Vendee B.
“That’s illegal because the government is deprived by Capital Gain and Documentary Taxes,” a top honcho of the BIR told me.

He said his job is ministerial by approving only what the RD has submitted to his office.
“It is not true that we (in the AO) are in cahoots with the RD,” he said in reference to my previous column titled “Rackets at the Register of Deeds, BIR, and the Assessor’s office”.
