since 2013, 38 pastors from the born again and protestant churches have been
storming heaven with vigorous prayers
that each of them get the P70,000 they won in a draw lot from the mayor’s monthly salary even up to his reelection in the 2019 poll.

“After continuing my second term in July 2016, I gathered 38 of them
for a meeting and told them my idea to help the church,” this first class
town mayor Constantine “Danny” Agbayani explained.
He cited that his monthly salary is more than P100, 000 but with
deductions from shelter financing program’s Pag – Ibig, social insurance’s
PhilHealth, income tax from the Bureau of Internal Revenue, he gets P70,000 only
monthly.
The soft spoken Agbayani, a former long reigning village chief here, is a member of the born again church.
When asked that one year is composed of 12 months and how he dealt with the “manna” not from heaven but from the Department of Budget & Management in Manila he promised with the 38 Men of Clothes, the Central Pangasinan’s local government chief executive said many of them have to wait until the end of his second term in the morning of June 30, 2019, while three of these God’s faithful will join again the 35 ministers to storm heaven with their emphatic prayers that Agbayani will win the May 13, 2019 Election.

The 1991 Local Government Code of the Philippines says that the term of office of all local
elective officials elected after the effectivity of the Code in January 1992 shall
be three (3) years, starting from noon of June 30, 1992. That all local
officials first elected during the local elections immediately following the
ratification of the 1987 Constitution shall serve until noon of June 30, 1992.
