DAGUPAN CITY – The Sangguniang Panlungsod, in a special session presided by Councilor Maybelyn Rose dela Cruz-Fernandez on November 4, has authorized Mayor Belen T. Fernandez to temporarily close portions of the streets of Galvan and Zamora from November 16 to January 16 to give way to the celebration of the city’s annual fiesta.

The same ordinance, which was unanimously approved by all the members of the council present, authorized Mayor Fernandez to enter into contracts in relation to the celebration of the city fiesta as a means of spurring economic activities and in enlivening local tourism in the city.
The closure of portions of the two streets is intended to provide the venue for the conduct of various activities prepared by the city such as but not limited to trade fairs, food bazaars and flea markets or baratillos.
The closure of portions of these streets in lieu of the celebration is authorized under Section 21 paragraph d of the Local Government Code of the Philippines.
City Ordinance No. 0-595 according to the author, Councilor Jeslito Seen, aims to exemplify the significance of celebrating the annual Dagupan City Fiesta as an avenue for cultural expression, promotion of tourism and an opportunity to foster unity and camaraderie among Dagupeños “and such authority is necessary in furtherance of said festivity,” said Seen.
