DAGUPAN CITY – Different offices under the Department of Environment & Natural Resource have invited the owner of PIMSAT College for him to answer alleged environmental and property violations after the Environment Management Board—found several violation cases.
Based on the photo copy letter of Provincial Environment and Natural Resources Office signed by Leduina S. Co that was given to this paper by Butch Gutierrez, Executive Assistant of the office of the mayor, that said that PIMSAT faces “backfilling and embankment project issues” in Brgy. Bolosan here.
The letter said the backfilling project was more or less 5,797 Square Meters including the other lots there.
“However, the establishment of the college has been already covered by an ECC with ECC No. 010407-02-0119-0607 which issued on July 02, 2004. Based on our investigation, we found out that the School Administrators violated NO. 8 condition of their ECC that “No expansion, addition of facilities or change of operation shall be undertaken without prior clearance from the EMB Office. Amendment to ECC condition shall subject the proponent to pay appropriated fees” the proponent has not applied for the amendment of their ECC prior to the implementation of the back filling and embankment projects. Hence, they shall be invited to the EMB Office for “Technical Conference (TC) to discuss the said violation,” it stressed.
The letter said that the two house owners who live near the college would be invited too because they allegedly violated the Water Code of the Philippines when they closed the easement/access road along the river bank.
Meanwhile, Mr. Guiterrez updated this paper on the “encroachments issues’’ of the rivers of the city allegedly committed by PAMMA, Nazareth Hospitals, and Silverio’s Restaurant.
