Manay Gina nagbigay ng mga gamot sa leptospirosis

Noon Agosto 30,  magbibigay si Manay Gina ng gamot na Doxycycline capsules para pangunang lunas  sa sakit na  leptospirosis sa mga barangay ng Dagupan na may mga bahaging nalubog sa tubig sa loob ng tatlong linggo.   

Bale pitompung libong kapsula ng nasabing gamot kontra sa nakamamatay na sakit ang ibabahagi nya sa  Bacaya Norte, Bacayao Sur, Caranglaan,  Lasip Grande, Lasip Chico, Malued, Pogo Grande, Pogo Chico,  Lucao, Mayombo at Pantal.

Samantala, natutuwa ang kongresista dahil nasa bicameral committee na sa kongreso at senado ang panukala nya para doblehin ang kapasidad ng region 1 Medical Center. 

Ayon sa kongresista, napag- alaman niyang number three ito sa top 22 priority project ng Department of Health. Sa kanyang panukala, ang pagpapalaki sa nasabing ospital ay gagawin sa loob ng limang taon, kung saan animnapung bed capacity ang idadagdag kada taon.  

Malaking tulong ito diumano sa pangangalaga ng kalusugan ng mga taga-Pangasinan, lalo na sa Dagupan, dahil magkakaroon ang siyudad ng primera klaseng ospital , na ang gastusin sa operasyon at pamamahala ay walang kinukuha  ni singko sa kaban ng bayan. 

Bukod dito, walang hinto pa rin ang pagsasagawa nya ng libreng medical and dental mission sa 140 barangays ng ika-apat na distrito. Noong Agosto 30,2012 araw ng biyernes, ang nasabing libreng medical mission ay gaganapin sa barangay sapang at nalsian sa Manaoag.

Akbayan stalwarts give medicines to CHO

SAN CARLOS CITY. AKBAYAN Partylist chairperson Risa Hontiveros and Malacañang Undersecretary Atty. Barry Gutierrez gave medicines and vitamins to Rural Health Unit 3 of the City Health Office.

The visitors were welcomed by Vice Mayor Joseres Resuello, Councilors, and the Liga ng mga Barangay headed by its president Col. Jose Pagsolingan. OIC-City Health Officer Dr. Edwin Guinto and CSWD Officer Susan Viduya identified the 6 barangays covered by RHU 3, namely Bocboc, Bogaoan, Bani, Salinap, Antipangol and Mabalbalino. These are western barangays that were among the flooded during the Habagat early August this year.

Medicines given were those that are usually used by patients whose illnesses are common during rainy season.CIO

Sanchez is the newly assigned regional director  of the Philippine Drug Enforcement Agency that is based in San Fernando, La Union. Thanks that my former colleague in the academe, the ageless Mina Francisco of the Capitol, called my attention when she was talking with Director Sanchez.

 “ Mortz, the new PDEA director is from Bacolod”.

“Lininti-an,” I told myself.

Director Sanchez, who replaced Region-1 Regional Director Edgar Apalla, had a good time exchanging pleasantries with some mayors, an Ilonggo speaking Pangasinan board member (guess sino siya?), and media men that I brought to him.

“Why are you so accommodating to the new PDEA chief?”  asked by Atong Remogat, my classmate at the Mababang Paaralan ng San Andres Bukid (“Low School of Saint  Andrew Mountain”) – according to media man of the Liber-liber fame Harold Barcelona)

“I am doing this not because I want to intercede in case some members of the media are apprehended in a drug buy bust, but I am doing this as what an Ilonggo should be doing to a fellow Ilonggo whenever he comes in a strange land,” I told him in jest. 

PDEA Director Sanchez told us (mayors, board members, mayoralty wannabes, and media men) that his wife is an Ilocana from Ilocos Norte.

 When I asked him if he can speak the Marcosian vernacular, he told us: “Para daw matuto mag salita ang isang Ilonggo ng Ilocano, kailangan daw malawayan siya ng Ilocana”.

This quipped from the amiable director endeared him to everybody there who had a guffaw.

“O.K pala itong si director, mapag biro!”a famous broadcaster quipped.

“Ikaw na ang bahala diyan kay Roy, Mortz,” Cagayan de Oro PDEA Regional Director Bob Opena, my neighbor at PMA, Baguio City texted me after I called his attention of the presence of Director Sanchez.

Controversial RD-Lingayen has new boss

LINGAYEN – The director of the Land Registration Authority has assigned a new head at the beleaguered Registry of Deeds here that oversees the land titling and transfer transactions of residents of the 26 towns and a city in Pangasinan. Lawyer Jose Roy B. Raval, who hailed from Laoag City said that it was LRA Director Eulalio C. Diaz III who asked him to get the top post of RD-Lingayen since there was no taker for the scandal-ridden office. He explained that the “No-Taker” stance of those qualified at the LRA prompted him to get it and start the necessary reforms to save the office from its besmirched reputation. “Everybody shunned the post here because it is haunted by accusation of being a bastion of anomalies where fixers abound around its premises,” Atty. Raval said. RD-Lingayen is the biggest land registration office in Region-1. The land registry office has been put into controversy recently when Commissioner Kim Henares of the Bureau of Internal Revenue (BIR) exposed through the national media the malfeasance of Lawyer Melvin Castro, then the RD-Lingayen deputy head, whom she charged in court for violation of Section 258 (E) of the National Internal Revenue Code of 1997, as amended. Castro was accused of allowing the transfer of ownership of the two parcels of land by the 12 heirs of Gavino Vinluan to former Mayor Ernesto Acain of Labrador town without a Certificate of Authorizing Registration (CAR) from the BIR authenticating that such transfer has been reported and that the Capital Gain Tax (CGT) thereon has been paid. Henares, in her charged said that Castro wrote in a Day Book here a statement that was used by Nestor Quiambao, provincial assessor of Pangasinan, to issue a new tax declarations in the name of the buyer Acain. But what Castro wrote was completely unrelated barangay certificate dated August 11, 2009 and not a certification for CAR for the heirs to pay the P9.26 million that was a requirement for the transaction. Despite the “falsification” charged against Castro, he was promoted as head of RD-Alaminos City. Another controversy that dragged the land office to public ridicule was when Carla Cacapit, administrative clerk of RD-Lingayen was entrapped by a joint team of BIR-Revenue District Office-6 based in Alaminos City and Criminal Investigation Detection Group (CIDG) after she interceded for the processing of the CAR at the BIR by making an impression to the land buyer-poseur that she has connection with the BIR. Lawyer Elmer Carlino, former Assistant Revenue District Officer of the BIR in Alaminos City, said that some of the CARs being processed by fixers at the RD-Lingeyen were faked. The CAR is issued when the seller or transferor of a real property tax (RPT) pays the BIR through an Estate Tax or Capital Gain Tax and Documentary Tax before the RD (Register of Deeds) gives the new land title to the buyer. Carolino, who was promoted now as the head of the Special Investigation Division of BIR Quezon City, said Cacapit was found in her possession fake CAR after a buyer from the BIR paid her P280,000 for a CAR in a multi-million pesos of sale of land in Bani, Pangasinan. Cacapit was charged with complex crime of estafa with falsification of private document with an imprisonment of up to 22 years, according to Carolino.

Aquino III for his support to upgrade and rehabilitate the tertiary hospital that is based here. Dr. Roland Mejia said that the upgrading of R1MC to 600- bed capacity was contained in a bill passed by Rep. Gina De Venecia (4th District Pangasinan) which is being readied in the bicameral committee of the two chambers of Congress. “ The upgrading of the hospital will coincide with the implementation of the five-year expansion of the tertiary hospital from 300 beds to 600 beds as contained in the bill of Rep. de Venecia.

CALASIAO – Pangasinan Governor Amado T. Espino has sent to Japan the mayor of this burgeoning town for a two-week seminar that would benefit the province. The acting mayor, Vice Mayor Roy Macanlalay, said that his son Mark was sent by the governor to attend a seminar sponsored by Japan International Cooperation Agency.
 JICA is a governmental agency of Japan which is responsible for the technical cooperation of Japan’s Official Development Assistance (ODA) programs. It has 50 overseas offices including the Philippines. .

CORRUPTION AT DEP-ED

 The mayor and the vice mayor of a Central Pangasinan town have axe to grind against the principal of the biggest high school in their town and one of the biggest secondary schools in the province. “We are politicians and we owe our debts to our leaders (in the villages). Thus we recommend their children as (licensed) teachers to that school. But she (principal in that school) withheld the items from us,” the influential vice mayor told me. Now that the principal is going to be promoted and assigned at the division office of the Department of Education, the smarting politician promised the principal of the 2nd biggest high school in the town to occupy the soon to be vacant post. But the mayor and the vice mayor have another problem. The lady principal of the 3rd biggest high school is ruining their plan. She is hell-bent on applying for the post of the biggest secondary school of the town in the division office in Lingayen despite the pledge of the two leaders that she gets the position of the 2nd biggest school. “In case she persisted, she will get our ire,” the vice mayor warned.
