Dagupan groundbreaks 4 infra projects

DAGUPAN CITY – More Infrastructure projects are underway in Dagupan following the groundbreaking rites for  four additional  projects  on separate occasions on June 29.

Mayor Belen T. Fernandez first led the groundbreaking of a covered court gymnasium at Juan P. Guadiz Elementary School in Poblacion Oeste.

In the same occasion, the young city officials of  “Manlingkor Ya Kalangweran” headed by Young City Mayor Jalen Kody Fernandez  distributed  Bonakid powdered milk to the school's grade 1 to 3 students.

Fernandez also led the groundbreaking of the soon-to-be constructed lawn tennis courts in the Balon Dagupan Civic Center at Poblacion Oeste. The two courts will be put up just beside the Tourism Center and Sports Office at the Civic Center.

Senator Aquino fears probable "No Election" next year

Senator Bam Aquino urged the public to be vigilant about the government’s Charter change move, stressing that it could deprive people of the right to choose their next leaders.

“Nangangamba ako na dahil sa Charter change na isinusulong ng pamahalaang ito, mawawala ang kapangyarihan ng mamamayan na pumili at magdesisyon,” said Sen. Bam.

“Boto na nga lang ang natitirang boses ng ilang Pilipinong hindi napakikinggan ng gobyerno, ipagkakait pa ito sa kanila” added Sen. Bam.

 According to Sen. Bam, the Filipino people will be at the losing end if the administration insists on postponing the 2019 elections.

 “Agrabyado talaga ang sambayanan kapag hindi itutuloy ang eleksyon sa isang taon dahil mapagkakaitan ng boses sa pagpapasya ang mga kababayan natin,” Sen. Bam pointed out.

“Huwag naman po sanang tanggalan ng karapatan ang taumbayan na pumili at bumoto ng mga lider natin,” the senator added.

 Sen. Bam assured the public that the opposition will keep a close watch on the government’s effort to change the 1987 Constitution to ensure that the Filipino people’s interest will be protected.

“Kailangan po nating bantayan na interes ng taumbayan ang mamayani sa gitna ng planong Cha-Cha. Hindi natin hahayaang maagrabyado ang taumbayan sa isinusulong na ito ng gobyerno,” added Sen. Bam. (PRESS RELEASE)

'MANDIRIGMA': STL IS JUETENG KILLER

“Mukhang ‘di pa na-appreciate sa ngayon ang STL. Small Town Lottery or STL is actually a jueteng killer. Lahat ng illegal number games nandyan lahat – jeuteng, masiao, pares, suertres, atbp. STL na ang kanilang generic name.”

This was how Philippine Charity Sweepstakes Office (PCSO) General Manager Alexader Balutan explained on the issue on illegal gambling vis-à-vis the government’s campaign to promote and protect STL as a “jueteng killer”.

“Kaya nga natin ni-launch ang STL nung 2006 at pina-igting natin ang mga batas dito nung 2016. Kaya nga kumita ito ng malaki. We are looking at P24B by the end of 2018. Pero ‘yung mga nag-i-illegal numbers game, mga kabo, kubrador, mga runner nila na illegal, ngayon nag-legal na sila, nag-migrate na sila,” Balutan said.

STL is a regular game by PCSO authorized by the national government through Section 1 of Republic Act 1169; while AACs are corporations or cooperatives duly registered with the Securities and Exchange Commission (SEC) or with the Cooperative Development Authority (CDA), respectively that applied, been duly qualified and expressly authorized by the PCSO to conduct STL in a particular area.

Mayor cites benefits from 2nd power plant

SUAL, Pangasinan – Mayor Roberto Arcinue enumerated the major benefits the residents of this first class town could get from the planned second coal-fired power plant to be constructed by a multi-national company based in South Korea.

These are the following:

1.      The proposed power plant project would provide more than one thousand jobs for local folk that would mean higher purchasing power and standard of living for the residents here;

 

2.      Real property taxes to be collected from the plant owners is estimated to be roughly at P800 million every year to be shared by the provincial government (35 percent), this municipality (40 percent), and the barangay where the plant would be constructed (25 percent);

3.      This town residents shall be given discounted rates on their electric bills;

4.      This municipality shall be guaranteed continuous power supply;

P’gasinan lady mayor thrills with Duterte’s “kiss”

MANGALDAN – The lady mayor here was elated to the hug and the faire la bise or cheek to cheek she had recently with Philippines President Rodrigo Duterte when they met at one of the hangars in the Davao City International Airport.

“You write a news story on it,”  Mayor Bona Fe D. Parayno told Northern Watch Newspaper in banter.

Parayno hugged and faire la bise or cheek - to - cheek with each other when the hizzoner and the 23 members of the League of Municipalities of the Philippines-Pangasinan Chapter met recently with the fiery president at his private hangar in Davao City International Airport. 

She said that she was part of the 24 members delegation of the  League of Municipalities of the Philippines-Pangasinan Chapter invited by Duterte for an educational tour of the local government offices like the Davao City Central 911 Emergency Response Center that was held last June 27 to 30, 2018.

She cited that after the meeting in the hangar with the president the latter promised that he would come back from Manila so he could interact  further with them.

“I gave him my project. Siya mismo ang nakatangap, kita mo ha?! We talked about the project I would like to do in Mangaldan, then supportive siya,” she stressed.

She said the attention she got with the president in the second meeting ensued because the ambivalent mostly male mayors of the 48 towns and cities’ Pangasinan province egged her to be their spokeswoman with the feisty president.

Why Reporters Hide Their News Source

When a newspaper writer would not divulge the name of his source by saying “the source asked to hide his name” or “the source asked for anonymity” it means he based on “Deep Background”.

A journalistic term that the information can be used but no source any kind would be identified in the newspaper just like at the Washington Post where Bob Woodward wrote on his book’s The Secret Man: The Story of Watergate’s Deep Throat.

Likewise, the Philippine government, just like in the United States where she copy cats many of its law, has a Shield Law called Republic Act No. 1477.

The statute says that “Without prejudice to his liability under the civil and criminal laws, the publisher, editor, columnist or duly accredited reporter of any newspaper, magazine or periodical of general circulation cannot be compelled to reveal the source of any news-report or information appearing in said publication which was related in confidence to such publisher, editor or reporter unless the court or a House or committee of Congress finds that such revelation is demanded by the security of the State (Section 1).

Q&A: Do senators delay the PSA because of lobby monies?

When Senator Risa Hontiveros visited recently Dagupan City to grace a social function she called a press conference. The following were the posers of columnist Mortz C. Ortigoza  (MCO)that specifically zero on the probability of the influence of multi-million of pesos lobby monies given by big corporations to senators because until now they did not pass the amendment to 100% ownership on business utilities in the Public Service Act (otherwise known as Commonwealth Act No. 146) that had been long passed by the House of Representatives as recommended by the  Legislative-Executive Development Advisory Council in August 2017. MCO: Humihina ang peso natin versus U.S dollar isa sa mga factors dahil mahina rin ang export industries natin. Sabi nila tangalin through amendment sa Public Service Act iyong 60-40 percent ang ownership ng utilities o public providers para dumami ang foreign investors. Ginawa na iyan ng House of Representatives last September 2017. Ung Senate Committee on Public Service under kay Senator Grace Poe di pa rin na aprubahan ng mga senators doon. Bakit po? Nag lo-lobby ba ang mga senators ng pera sa mga big corporations dahil election na naman sa 2019 at madami sa kanila reelectionists?

SENATOR: Una, 12 years low ang dollar. Isang malaking pagkukulang natin bakit humihina ang export hangang ngayon. Wala pa diyan iyong industrial policy. Kulang na nga tayo ng policy na 100% na nagsusuporta sa agrikultura and then iyong mga nauna iyong 1950s, 1960s tina-champion ang mga local industries, pero naunahan ng IMF, World Bank prescription na ang Pilipinas ay hindi kasama sa industrial sector ng global economy. Neo-liberal iyan hangang agrikultura kaya ni walang proceso raw materials lang. Then ang subsidy bigyan ng attention sobrang nahuhuli na ang mga business sectors under pressure hirap din. Nagsisimula ang kahirapan ng mga BPOs, call centers, dahil sa advent ng artificial intelligence, iyong pagpasok ng China, regulator, anti-dummy et cetera.

 Kasi ang formula diyan yumaman ang China, yumaman sa FDI (Foreign Direct Investment) ang Vietnam, Thailand, Singapore, Thailand because they open their economy to foreign investments.
