Q & A: BIR No.2 man talks about raid, P2.3T goal, poor collection of reg’l offices



Deputy Commissioner for Operation Arnel Guballa is the primus inter pares of all the deputy commissioners of the hierarchy of the Bureau of Internal Revenue based at its national office in Quezon City.
Guballa, a CPA-Lawyer, is an insider of the agency whose major stints include those at the national office where he brainchild the Run After Tax Evader (RATE) and became regional directors in various parts of the country.
His zealousness at the RATE  cost his wife Evelyn death at the hands of assassins in 2006 probably ordered by unscrupulous big time tax evaders who want to murder him.

The interviewer Mortz Ortigoza of Northern Watch, who met Guballa when he was the director of Region 1, asked him about the series of raids by the BIR, National Bureau of Investigation, and cigarette producers like Philip Morris Fortune Tobacco Corp. (PMFTC).
The down to earth deputy commissioner also discussed in this Question and Anwer the P2.3 trillion tax target given by the Duterte Administration to the tax agency, the BIR collection performances last year, and the supposedly poor collection of the BIR regional offices in the country. Excerpts:

MORTZ ORTIGOZA (M.O): Ang tax target this year ng BIR is P2.3 Trillion. As  Deputy Director for Operation malaki ang papel ninyo diyan?
DEP. COM. ARNEL GUBALLA (A.G): Yes, ako ang in-charge niyan!

M.O: Are you positive you can hit the P2.3 Trillion?
A.G: Ahh, we will try our best to achieve the target.
M.O: Year on Year, malaki ba ang difference ng collection for 2018 versus 2017?
A.G: Oo, last year namin our growth so far P180 billion compared iyon sa 2017.
M.O: Iyong tax goal for 2018 naabot ninyo?
A.G: P96 billion something kami.
M.O: Pero namumrublema ang mga regional offices kasi  exception sa annual income tax na P250, 000, and those at the contractors’ taxes at sa Train Law na kinuha na ng national.
A.G: Hindi naman, nagkaroon naman ng (inaudible) ang mga iyan.
M.O: Binagsak rin ninyo iyong mga goal nila?
A.G: Oo, saka it’s  centralized iyan. Ni uniform division uniform approach. So mag nag benefit iyong collection.
M.O: Iyong Region 1, iyong P17, 646,987,000.00 for 2018 nila ginawang P19.855 Billion. Di ba sir customarily 25 percent iyong spike every year. Walang 25 percent iyong increase ni compute ko. Ibig sabihin naiintindihan ninyo plight nila?
A.G: Oo, kasi maraming natangal sa kanila.
M.O: Sir, nag file na ba sila Philip Morris and other cigarette manufacturers against Sual mayoral candidate  Liseldo “Dong” Calugay, five Chinese nationals, others of CL Factory in Barangay Portic, Bugallon, Pangasinan sa Regional Trial Court ng Lingayen, Pangasinan?
A.G: I am not aware of that. Kasi meron kaming head iyong sa strike team namin.
M.O: Kahit pala kayo ang signatory ng Mission Order ng raid, you’re not privy on that?
A.G: I am not ano, even the other media outlets sabi ko I am still waiting for the result of the report of our team. Hindi ako ang overall.
