DAGUPAN CITY – This city’s
department heads, division and office heads underwent a two-day orientation
seminar on Strategic Performance Management System (SPMS) conducted by the
Civil Service Commission (CSC) at the city museum on January 14 and 15 through
the initiative of Mayor Belen T. Fernandez.

Nelson G. Sarmiento, who conducted the lecture together with CSC Provincial
Field Office-Lingayen Director Lyrma C. Oalin, said that the SPMS is the new
system that is now being implemented in measuring the performance of the
government.
“Unlike in the old system, SPMS
integrates personnel and organizational performance to reward exemplary civil
servants and well performing institutions in a performance-based incentive
scheme,” disclosed Sarmiento.
SPMS also provides step
increments wherein an employee may progress from step 1 to step 8 of the salary
grade allocation of his or her position in recognition of meritorious
performance based on performance management system approved by the CSC and or
through length of service, in accordance with the rules and regulations to be
promulgated jointly by the Department of Budget and Management (DBM) and the
CSC.
“The CSC, in developing the
Performance Management System (PMS), shall ensure that personnel performance
shall be linked with organizational performance in order to enhance the
performance orientation of the compensation system,” added Sarmiento.
Sarmiento is hopeful that the new
system is a much better way of improving performance that will redound to
better governance.
“This is mandatory at kailangan itong i-submit sa CSC para
aprubahan for implementation. That is why we are grateful to Mayor Belen
for initiating this seminar and we are committed to help the city fast track
