The revenue district offices (RDOs) of the Bureau of Internal
Revenue in Pangasinan and Tarlac Provinces ended the year 2021 with a hefty
multiple - billions of pesos’ collection
for the Philippines government.
These almost P8 billion of the tax collected by these tax top executives would be used by the national government to fund its various projects, pay the salaries of its workers, and pay its amortizations of debts it contracted to banks in the country and abroad.

The BIR was tasked to collect P2.08 trillion target last year to shore up the national government budget of P4.506 trillion of the same year. The government fiscal year budget for 2022 is P5.024 trillion.
“Goal against goal P1.8 billion. Hit noong second week of December,” RDO No.6 Chief Ma. Bernadette Mangaoang told this newspaper.
She supervises the eight towns and one city’s eastern province.
RDO No.4 Chief Gil B. Vinluan said that RDO No. 5 in Western
Pangasinan had already hit its P1.2 billion target as of December 13 last year.
Vinluan left RDO-7 and became the Chief of the premier RDO No.
4 in the four provinces and six RDOs in Region-1. His office is based in
Calasiao, Pangasinan.
He was replaced in RDO No. 5 by RDO Chief Esperanza Castro.
Parayno said that the central Pangasinan BIR office was
ordered to collect P4.038 billion’s tax goal for the entire 2021.
He oversees fourteen towns and two cities in central
Pangasinan.
As of December 13, he collected almost P3.944 billion and
with P67 million 18 days left to chase.
“Malakas ang loob ko
na makukuha namin,” he quipped.
On a television interview in January 4, 2022, Assistant
RDO-4 Chief Susana Cabayanan said that based on a year on year collections, the
central Pangasinan’s office exceeded by P392 million its collection.
“From January to
December 2020 compared sa collection naming January to December 2021 nag exceed
ng may P392 million”
Meanwhile, Assistant RDO No. 17-B Chief Lolita Salayog told
this writer her office in Tarlac province had collected P867 million last
December 27, 2021 for the mandatory goal of P889 million before the end of December last year.
She supervises the towns of San Manuel, Nau, Ramos,
Pura, Gerona, Paniqui, Moncada, San Clemente, Camiling, Mayantoc, and Sta.
Ignacia.
Although her target
was minuscule compared to the three RDOs in Pangasinan that collect billions of
pesos each annually, Salayog - a native of Dagupan City- said her RDO is International
Organization for Standardization (ISO)- certified thus transactions by the
office to the clients and other agencies can be easily accomplished.
