Paragas out, Tang-co in at DPWH District 2


LINGAYEN – After barely warming his seat, the district engineer of the 2nd Pangasinan Engineering District has been replaced after an alleged brush with some private contractors of the power-that-be.

Engineer Yolanda I. Tangco replaced Engineer Elpidio Paragas as the top honcho of the Department of Public Works and Highways office that oversees the 2nd and 4th congressional districts of Pangasinan.
Paragas, according to a source, chose to retire from his post..
Tangco, an old hand at the DPWH regional office in San Fernando City, La Union, said she was still in a transition period as she was just appointed to the post last July 18.
She said one of the first agenda she would do is to see personally the sloppy painting of the pedestrian lanes in Dagupan City that got the goat of Mayor Belen Fernandez as reported by Northern Watch lately.
“Please bear with me as I just took over as DE,” she said.

Tangco is an alumnae of the College of Engineering at the then Luzon Colleges in Dagupan City.
She said she hailed from Calasiao but at present is a resident of Dagupan City as she married a Dagupeno.
A source from the DPWH said Paragas chose to retire from his post after an altercation with a private contractor identified with a member of the House of Representatives.
Another report said he has a disagreement too with another contractor of another congressman.
The source said Paragas used to distribute to other private contractors many of the regular infrastructure projects allotted to the 2nd Engineering Office that used to be part of the priority development assistance fund (PDAF) or pork barrel of the solon.
“But after the pork was dissolved by the Supreme Court by no longer allowing congressmen to identify projects like roads, bridges, buildings, the DE became more powerful on the distribution of the projects,” he stressed.
Meanwhile, members of the media complained to Tangco about security men, who were discharged military men, who are allegedly arrogant who were brought by Paragas to man the main door of the DPWH’s office.
“It was probably under the instruction of Paragas not to allow many media men inside they still bring that mentality under the watch of Tangco,” they said.
One broadcaster who asked not to be named said he was invited by Assistant DE Florasol D. Carillo to come to his office.
“Pero noong sinabi ko sa guard na papunta ako kay Carillo sabi niya wala. Mabuti na lang lumabas si Assistant DE and he asked the guard to allow me,” the broadcaster said.
Another newspaper reporter said the guard told him that Tangco was having a meeting in her office. Fortunately, another high official happened to be around and told the reporter to go with him at Tangco’s office since the latter had no caller.
