Arcinue Acting Sual Mayor

DAGUPAN CITY – Vice Mayor John Christopher A. Arcinue assumed as acting chief executive of Sual, Pangasinan after Mayor Liseldo “Dong” Calugay was diagnosed with dengue fever.

According to Arcinue’s grandfather, former Sual Mayor Roberto” Beng” Arcinue, his grandson became acting mayor last September 9 after he received Executive Order No. 045 from Calugay.

Mga Kapitanes namin tumawag sa akin na si JC na ang acting mayor ngayon,” the seasoned politician, once the appointed acting mayor of Lingayen when President Corazon Aquino became Philippines president in 1986, quipped to this writer last Monday.

“The Municipal Vice Mayor of Sual, Pangasinan Hon. John Christopher A. Arcinue is hereby designated as the Acting Mayor of the Municipality of Sual, Pangasinan for a period of five (5) days, from September 9, 2024 to September 13, 2024, unless otherwise extended or earlier terminated by the resumption of the duties of the Municipal Mayor,” excerpt of the letter of Mayor Calugay.

The Local Government Code of the Philippines mandates: “When … (a) municipal mayor… is temporarily incapacitated to perform his duties for physical or legal reasons such as, but not limited to, leave of absence, travel abroad, and suspension from office, the… municipal vice-mayor … shall automatically exercise the powers and perform the duties and functions of the local chief executive concerned, except the power to appoint, suspend, or dismiss employees which can only be exercised if the period of temporary incapacity exceeds thirty (30) working days.”

Calugay has been invited into two hearings by the Senate Committee on Women, Children, Family Relations and Gender Equality chaired by Senator Risa Hontiveros but failed to attend the September 5 and 9 schedules due to the dengue fever. This was attested by Jasfer Neil B. Nadong, MD of the Sual Primary Care Facility-Infirmary when he examined Calugay on September 3.

Some senators have been linking the mayor and sacked Bamban, Tarlac Mayor Alice Guo in a romantic relationship and illegal activities like running the already closed by authority’s multi-billion pesos' Philippine Offshore Gaming Operators (POGO) hub in Bamban.

In the September 5 hearing, Shiela Guo, the alleged sister of Alice, said that a big aquafarm in Sual is named Alisel - a concoction of the names of Alice and Liseldo – the mayor.

According to a source of Northern Watch Newspaper, Alisel bought 150 fish cages from a businessman in Pangasinan worth P1.65 million each or P247, 500, 000 in all.

In the September 9 hearing, Cheryl Orduna-Medina, the executive assistant of Mayor Calugay, was accused by Senators to be involved on illegal notarization of the document of Guo despite the latter absconded already to other country. Notarization, as required by law, needs for the affiant to be personally present when the lawyer signs it.

Urdaneta City Mayor Kinasuhan sa Ombudsman

QUEZON CITY - Sinampahan na ng mga kasong criminal at administratibo sa Ombudsman noong Biyernes si Urdaneta City Mayor Rammy Parayno matapos niyang sampalin at puersahang kunin ang SD card ng video camera ng isang empleyado ng provincial government.

Kasama ni Parayno na hinabla ay ang apat na John Does.

Ang mga kasong criminal na inakyat ni Jairus Bien Fernandez Sibayan ay Slight Physical Injury, Robbery with Violation Against or Intimidation of Person, at Slander by Deed.

Ang mga nasabing mga kaso ay nasa Revised Penal Code of the Philippines kung saan may kanya kanyang mga multa at parusa ng pagkakulong.

Ang administratibo na habla ni Sibayan kay Parayno et al. ay Grave Misconduct, Grave Abuse of Authority, Conduct Unbecoming of Public Officer, Gross Immoral Conduct, at Conduct Prejudicial to the Interest of Public Services.

Ang mga kasong ito ay may kaukukulang preventive suspension, suspension, at pagkatanggal sa puesto.

Matatandaan na inulat ng writer na ito noong Agosto 12 na matapos ibigay ni Atty. Ronn Dale Beltran Castillo, Executive Assistant ni Governor Ramon V. Guico III, noong 8:30 ng umaga ng nasaning araw ang preventive suspension na pirmado ng gobernador kay Mayor Julio “Rammy” Parayno III ay gustong kunin ng huli dito ang camera ni Sibayan, 28, single, ng provincial information office (PIO) na nakabase sa Capitol Complex sa Lingayen, Pangasinan.

“However, the City Mayor got irked and then slapped Jairus Bien F. Sibayan on his right face, captured the camera and removed the SD card. PNP personnel deployed in the area immediately pacified the involved persons and then brought Jairus Bien F. Sibayan to Urdaneta District Hospital for medical examination and to Urdaneta City PS (police station) for proper disposition,“ saad ng isang parte ng police report na pinadala sa writer na ito ni Pangasinan Provincial Police Office Director Col. Jeff Fanged.

Sinabi rin sa report na “Physical Injury and Theft Incident” ang naging kaguluhan na gawa ni Parayno.

Ayon sa ibang source ay isinalaysay ni Sibayan na pumayag si Mayor na kunan ng video ang pagsilbi ng preventive suspension ngunit matapos matanggap ng huli ang three months’ suspension order, tinangka ng mga kasama nito na agawin ang kanyang Sony A9 camera. Noong ayaw ibigay ng batang camera man ang kanilang hiling, nayanig na lang siya sa lakas ng bagsak ng sampal ng maykaliitang si Parayno na nag-iwan ng namuong dugo sa kaliwang mata niya at nagdulot ng pasa sa mukha.

Kinuha ng mga kasama ni Parayno ang camera na pag-aari ng Lalawigan ng Pangasinan, inalis ang 64 GB secure digital card o SD card at binura ang mga larawan at video. Nasira rin ang rubber lens ng camera dahil sa agawan.

Ayon sa ulat ng isang reporter na malapit kay Parayno, mga konsehales daw ang tumulong na umagaw sa camera ng taga PIO. Kung totoo ito dapat magpakita si Parayno ng footages ng security camera niya sa opisina para mapasinungalingan si Sibayan na plano niyang idemanda rin.

UGAT NG BROUHAHA

Nag-ugat ang kaguluhan na ito noong magreklamo ang may ari ng REVM Tiposu Poultry Farm Inc. sa Anti-Red Tape (ARTA) sa Metro Manila ng pangaabuso at pangmamalabis ng alkalde sa aplikasyon niya para sa isang poultry house. Kasama rin sa kinasuhan ay sina One-Stop Chief Ronald San Juan at ang sanitary Inspector dito sa paglabag ng Republic Act 11032 o Act Promoting Ease of Doing Business and Efficient Delivery of Government Services, and Others.

Nang makitaan ng “substantial evidences” ng tatlong counts ng pang-aabuso ng tungkulin inirekomenda ng ARTA sa Blue Ribbon Committee ng Sangguniang Panlalawigan at sa kay Guico ang pagpataw ng preventive suspension na nakitaan ng tatlong buwang desisyon laban sa alkalde dito.

Fake News ang P280-M na May Loan si Bona

"Hindi totoo iyan!" tugon ni Mayor Bona Fe D. Parayno noong kapanayamin siya ng Northern Watch Newspaper sa kumakalat na mga black propaganda sa social media na gawa ng mga trolls ng mga kalaban niya.

Ani ng isang department head na ayaw magpabanggit ng pangalan na kung susumahin ay P250 million lang ang loan na ni kontrata ng tatlong dumaang Alkalde dito.

Umutang sa banko si dating Mayor Herminio Romero ng P60 million, Mayor Bona ng P40 million noong term niya noong middle of 2010's, at Mayor Marilyn Lambino ng P150 million.

Ani Mayor Parayno bayad na iyong utang ni Romero at noong unang term niya (Bona) na ginastos sa pampaganda at konstruksyon ng palengke sa bayan. Kasalukuyan niyang binabayaran ang P150 million na loan ni Mayor Lambino.

"Actually noong pag dating ko dito ako ang unang nagbayad doon sa loan nila (Lambino) kasi meron silang nakuha sa bangko na in two years time babayaran kaya ako ang unang nagbayad sa kanila," sambit ni Parayno na pumalit kay Lambino noong June 30, 2022 noong talunin ng una sa rematch nila ang huli noong May 9, 2022 election.

Bakit Sobrang Takot ni Quiboloy na Ipatapon sa U.S?

Tumagal ng 16 araw ang pagtatago ni billionaire-pastor Apollo Quiboloy sa mga awtoridad dahil sa pagkatakot niya na hulihin siya hindi ng gobyerno ng Pilipinas kundi ng America.

Quiboloy – na nagmamay-ari kuno ng mundo at Anak ng Diyos – ay may tapang pa na magpataw ng mga kundisyunis kay President Ferdinand Marcos, Jr. na huwag siyang i- extradite sa America kung saan siya ay naka-demanda ng fraud, coercion, sex trafficking ng mga minor de edad, at bulk cash smuggling.

Nagkakalat ang mga posters ni Quiboloy sa America na “among the most wanted criminals by the US Federal Bureau of Investigation”.

Ang mga kaso ni Pastor dito sa Pilipinas ay ang non-bailable qualified human trafficking at sexual abuse sa bata.

Ayon sa U.S District Court, noong 2021 inakusahan sa Federal Grand Jury sa America si Quiboloy at dalawang mataas na opisyal ng Kingdom of Jesus Christ Church (KJCC) sa pakikipag-sabwatan sa sex trafficking kong saan ang mga batang babae ay puwersahang nakipagtalik kay Quiboloy sa ilalim ng pagbabanta ng “eternal damnation” sa kanila.

Bukod sa “night duty”, ang mga babaeng ito ay nagsilbi sa tahanan ng Poon sa pagluluto at paglilinis.

Hanggang sa pagsuko ni Quiboloy noong Linggo sa Army sa lungga niya sa Davao City (o sa lungga niya sa probinsya kong North Cotabato), andoon pa rin ang pangamba na ipapatapon siya sa America ng gobyerno ng Pilipinas kahit na sinabi na ni President Marcos na priority ang mga kaso niya ditong litisin.

Takot ang self-declared na Poon na makulong siya sa no-nonsense na piitan ng Estados Unidos. Alam niya na hindi masusuhulan ang mga awtoridad doon hindi gaya sa Pilipinas, Colombia, at Mexico na mga gutom pa sa buaya ang mga opisyales.

Kahit sila Drug Cartel Kings Joaquín “El Chapo” Archivaldo Guzmán ng Mexico at Pablo Escobar ng Colombia ay walang awang pumapaslang sa pamamagitan ng mga sindikato nila na mga opisyales ng gobyerno at mga witnesses para huwag lang sila maitapon sa American jails.

EL CHAPO GUZMAN

Noong tumakas si El Chapo sa kanyang kulungan sa Altiplano, Mexico noong 2015, gumastos siya ng US$50 million (halos Phil P3 billion) na suhol sa mga prison officials dahil ang piitian niya ay merong mga sensors at cameras para mababantayan kung huhukay ang mga galamay niya ng tunnel – ala Quiboloy – para makatakas siya uli.

Hindi magagawa iyan ng Sinaloa Cartel Boss kung nakakulong siya sa Estados Unidos.

Noong nililitis ang extradition ni El Chapo sa U.S ni Mexico Federal Judge Vicente Antonio Bermudez Zacarias, ang huli ay walang awang pinagbabaril noong October 17, 2016 habang siya ay nagdya-jogging.

Noong January 17, 2017, si Guzmán ay ipinatapon sa America. Siya ay na nasentensiyahan noong July 17, 2019 at kasalukuyang humihimas siya ng rehas na stainless (sa Pinas puro kalawang ang rehas dahil sub- standard) sa ADX Florence Maximum Prison – pinaka mahigpit na kulungan sa U.S - para mabuo niya ang 30 taon na sentensiya. Ni-forfeit din ng Amerika ang mahigit $12.6 billion (mahigit PhpP711 billion) na pera at ari-arian niya.

PABLO ESCOBAR

Ani Drug Baron Escobar, "better a grave in Colombia than a cell in the United States". Nasambit niya ito dahil mahirap suhulan ang mga Amerkano at madilim pa sa alkitran at sa aspalto ng kurap na DPWH ang pagtakas doon.

Si Escobar ay pinuno ng Medellin Drug Cartel kung saan mayorya ng mga narcotics na pumapasok sa America ay galing sa kanya noong 1980’s at early 1990’s. Ang kayamanan niya ay nagkakahalaga ng $30 billion (PhpP1.7 Trillion) noong pumapayagpag pa siya sa kapangyarihan. Dahil nilalason niya ang mga kalusugan ng mga Amerikano, naging top target siya ng Washington.

Noong nakapiit si Escobar sa Puente Grande Federal Prison noong 1993 hanggang 2001, naipapasok niya ang kanyang pamilya sa loob para magbakasyon, nagpaparty ng engrande sa mga kebegan at sinisilbihan ng mga nagagandahang mga presong babae.

Para hindi lang siya maipatapon sa America, pinagpapatay ng mga galamay ng Medellin Drug King ang mga huwes, ministro, mga police, si Colombian presidential candidate Luis Carlos Galan – ang paboritong mananalo noong 1990 eleksyon, ang 12 na Supreme Court justices na namatay sa pagbubomba sa pamamagitan ng sinuhulang left-wing guerrillas M-19, pagsabog sa ere ng Avianca Flight 203 kung saan 107 ang nasawi, at DAS Building’s bombing kung saan ang truck na may dalang bomba ay sumabog at ikinamatay ng 57 katao. Lahat ng malagim na sinapit ng mga taong nasambit ko ay dahil sa kagustuhan ni Escobar na huwag siyang ipatapon sa U.S prison.

ANO ANG GAGAWIN NI QUIBOLOY?

Ano sa tingin niyo ang gagawin ng milyon-milyon kuno na panatiko ni Quiboloy oras na i-pressure ng mayamang bansang America – kung saan nagbibigay ito ng libreng multi- bilyong pesong armas at economics benefits sa Pilipinas – si President Marcos na unahin ang paglilitis sa Anak ng Diyos na si Quiboloy sa korte sa Amerika kesa sa korte ng bansa natin?

Manaoag Mayor Relishes Narc-Free Town

MANAOAG, Pangasinan – The mayor here relished the declaration of the Philippines Drug Enforcement Agency (PDEA) on this pilgrimage town as narcotic’s free.


After the PDEA under Provincial Officer Rechie Camacho issued the Certificate and Resolution of Drug Free Status on Barangay Poblacion, this town including the 25 villages became totally narcotic’s free.

We were able to clear the whole 26 barangays. Imagine, two barangays where drug-free when I became a mayor here,” Mayor Jeremy Agerico Rosario told a radio reporter how this landlocked first class town transformed to be immaculately illegal drug free.

When he won the mayorship in the May 9, 2022 election he summoned all the 26 village chairmen and exhorted them to efficiently battle the proliferation of the dangerous drugs that were rampant during the time of his predecessors.

To show his determination to eliminate the ugly heads of illegal drugs, one of his strategies was to build a Balay Silangan Reformation Center here that became a model in the four provinces’ Region-1.

Even drug dependents from other towns and cities availed on the services of the Center that saw 50 persons rehabilitated and now lived a normal life.

Rosario, a medical doctor, lauded the role played by the Barangay Anti-Drug Abuse Council (BADAC) and the village secretaries who did the yeoman’s jobs to bring the pertinent documents to the PDEA in the province and the region.

𝗟𝗜𝗡𝗚𝗔𝗬𝗘𝗡, 𝗣𝗮𝗻𝗴𝗮𝘀𝗶𝗻𝗮𝗻—The provincial government of Pangasinan and the City of San Juan celebrated a historic event as Gov. Ramon V. Guico III and Mayor Francisco Javier ‘Francis’ M. Zamora sealed the Sisterhood Agreement on September 2 at the Sison Auditorium here.


This progressed after the Sangguniang Panlalawigan approved Provincial Resolution No. 757-2024 on August 5, 2024, and City Resolution No. 134, S-2024, which was approved by the Sangguniang Panglungsod of San Juan on July 29, respectively, signifying the intention to establish a sisterhood agreement between the two LGUs.

The sisterhood relationship, once established, will strengthen friendly and economic relations and promote common prosperity and development between the people of the province of Pangasinan and the City of San Juan.

The partnership represents a significant step toward building a future of unity, collaboration, and mutual growth benefiting constituencies for generations to come.

Gov. Guico believed that many good things would come out of the sisterhood agreement, as he took pride in some of the province’s projects and products, like the Pangasinan Link Expressway (PLEX), solar salt, Malaga (rrabbitfish), Manaoag being a prime tourist destination, the Capitol Complex Improvement, Malico in San Nicolas (Pangasinan’s summer capital), and Bolinao Airport, among others.

“Ang importante po bilang magkapatid, we have an exchange of ideas and best practices that could be learned by our respective department heads and officials, all for the betterment and development of our dear Philippines. Iyan po ang kontribusyon natin bilang mga officials po nahalal ng ating mga constituents at ng mga taumbayan. We have that responsibility to develop our respective LGUs and our constituency. 𝗟𝗜𝗡𝗚𝗔𝗬𝗘𝗡, 𝗣𝗔𝗡𝗚𝗔𝗦𝗜𝗡𝗔𝗡—Effective fiscal management and transparent transactions are among the indelible marks of excellence of Governor Ramon V. Guico III’s administration.

With the approval of the almost P3 billion supplemental budget for the operation of the Provincial Government of Pangasinan on September 2, more programs and projects are underway.

Enacted through an ordinance during the regular session of the Sangguniang Panlalawigan (SP) on September 2, the budget will finance various programs and projects of the provincial government, including the salary increase of employees.

It can be recalled that when Governor Ramon V. Guico III assumed office in July 2022, one of the herculean tasks he vowed to improve was the collection of revenues.

A revolutionary and game-changing leader, the provincial chief executive rallied for big-ticket projects that will redound to the history of the province. All of which will contribute to increasing the province’s revenues.

From this, there was a gigantic increase in revenue. Gov. Guico has recently proposed an increase in the annual budget for the province from the current P5.7 billion to a whopping P7 billion in 2025.

“On the economy side, my thrust is actually to increase the revenues for the province. So by 2025, we are proposing at least a P7 billion annual budget for the province, a big jump from our budget right now, which is more or less about P5.7 billion,” the governor stated. (PIO News)
