CALASIAO – Former Congressman Mark Cojuangco recently lauded Mayor Mark Roy Macanlalay for steering this town to inimitable progress in the huge province of Pangasinan.

Cojuangco and Macanlalay both run for the governorship and vice governorship of the 44 towns and three cities’ province.

“Isang inhenyero, isang bata, napakarami po ang kanyang idea sa pamamalakad ng kanyang bayan. Meron po siyang sariling diskarte meron po siyang desisyon,” the former solon said in a grand rally at capital town Lingayen.

He said the approachable and workaholic Macanlalay will be a good vice governor in case both of them win the May 9 election.

“Meron siyang lakas ng loob na kaya niyang gawing pamaraan kaya maganda po ang bayan ng Calasiao”.

Not contented on hosting several members of the Top 100 Corporations in the Philippines in this burgeoning town, the young mayor told this paper that he has a moist eye to host SM Mall run by the SM Prime Holdings.

After ushering the hosting of the Robinsons Land Corporation’s Robinson Mall at Barangay San Miguel here, Macanlalay said Pure Gold grocery store had been built facing Jollibee and Chowking’s restaurants

The other new business edifices being built here at Barangay San Miguel are a 200 room’s hotel owned by the Guanzon family of neighboring Dagupan City, two big furniture home depots, and electronic shops.

At around 11:40 AM of April 20, 2016 Dagupan City particularly at the Deco Stone Old De Venecia Highway Lucao District, Dagupan City,Police City Precinct 1 personnel based at Galvan Street, Dagupan City and PCP 5 personnel based at Lucao, Dagupan City under the direct supervision of the Chief of Police Supt. Christopher Abrahano arrested Jaime T. Salas, 53 years old, married, vendor and a resident of #27 Pag-Asa St., Quezon City; Moises B. Dejan, Jr., 53 years old, married, driver and a resident of No. 658 Interior, Cupang, Muntinlupa City; Edonel Tanares, 34 years old, single, driver and a resident of B10 L20. Osoro St., Maharlika, Imus, Cavite; Renaliza S. Cartusiano alias Leni Duran, 36 years old, single, and a resident of Zone 135 #9 Milagrosa St., Bagong Brrio, Caloocan City; Cristina I. Castro, 44 years old, single and a resident of Malibu-Matanda, Pandi, Bulacan and Maridel B. Adalla, 33 years old, single and a resident of Tiblong, San Fabian, Pangasinan upon complaint of the victim  Angeli Jean O. Ramos, 23 years old, single, and a resident of Arellano St, Dagupan City.

Initial investigation disclosed that at around 9:00 AM of April 20, 2016 after the victim (Ms Ramos) just came out from Landbank she was approached by Ms Cartusiano and pretended herself as a businesswoman who is looking to buy a decal stone for her business.

Further investigation reveals that while they were talking Ms Castro also approached followed by Ms Adalla and together they confederated with one another in convincing the victim to help them look for the said place where a decal stone is for sale. At that juncture, victim was then convinced to board a Hyundai Tucson with plate no. BCW-300 and together they went straight to Old De Venecia Highway, Lucao, this city.

While on board the said vehicle (BCW-300) a bundle of money was showed to her and after a rbief conversation she was convinced to put her money inside a pouch however when she brought out her Php 3,000.00 suspects then suddenly asked her if she still have more money. Victim told that her money was in their house so she was forced to text somebody and bring the money to them. Victim was then trying to tell them to just alight from the said vehicle but she was prevented as she was sandwich by Ms Adalla and Ms Castro.

Victim then conceded with the request of the suspect but instead of texting her family she sends a message to his friend a police officer of DCPS and informed them about the said incident as well as their location. The police officer then relayed the message to the Tactical Operation Center wherein mobile patrol and MASCO Units were immediately dispatched to verify the veracity of the said text message.

MANGALDAN – One of the biggest hoards in the province this year of illegal drugs worth two hundred thousand pesos had been recently seized by police operatives here.

“Confiscated that we used as evidence were seven sachets of suspected shabu (meta-amphetamine hydro-chloride) with estimated weight of more or less 40 grams with DDB (Dangerous Drugs Board) value more or less Php 200,000.00, Php 1,100 cash, and Php 500 buy bust money,”Superintendent Benjamin Ariola stressed.

He said that about 4:15 pm of April 14, 2016 police intelligence conducted a buy-bust operation in front of Jollibee store in Barangay Poblacion on a big time drug personalities.

The buy-bust, according to Ariola, resulted to the arrest of Maria Dequiya Zaldo, 55 years old and married, who is a laundrywoman and a native of Catarman, Samar, and Collen Dequiya Zaldo, 30 years old, with lived in partner, a native also of Catarman, Samar.

Maria and Collen both reside at Barangay Tandoc in San Carlos City.

Meanwhile, the chief of police here who was the former chief of the Provincial Anti-Illegal Drugs Special Operation Task Group (PAIDSOTG), said that the arrest of illegal drugs violators had spiked here upon his assumption of his post in January this year.

Re-electionist Mangaldan Dad Dies

Mangaldan re-electionist Councilor Freddie Muyano Soriano passed away last Sunday.

The source said he felt dizzy and became unconscious when he was on a campaign sortie at Barangay Banaoang at around 10 pm last Friday.
Friends rushed him to Nazareth Hospital in Dagupan City where he was confined for two days before he expired Sunday afternoon.

Before becoming a member of the Sangguniang Bayan, the older Soriano was a 12- year village chief of Barangay Guilig of the town and served as councilor before his demise.

Source said his son Aldrin, a local ABS-CBN TV reporter, will succeed him as candidate for the town council under the Liberal Party's ticket of re-elective Mayor Bona Fe Parayno.

Public Forum Assessing Compliance of LGUs’ Implementation of RA 9003

“Each year hundreds of millions of tons of waste are generated, much of it non-biodegradable, highly toxic and radioactive, from homes and businesses, from construction and demolition sites, from clinical, electronic and industrial sources. The Earth, our home, is beginning to look more and more like an immense pile of filth.”

I have just quoted Pope Francis in his encyclical, Laudato Si’,which profoundly explains how humans have been destroying the only planet we call home.

One of the things he has called for is to veer away from the throwaway culture and adopt a circular model of production and consumption to preserve our resources.

Technically, we have already responded to this call when in 2001, we enacted Republic Act No. 9003 or The Ecological Solid Waste Management Act, which mandates segregation of waste and establishment of a materials recovery facility (MRF) so that only residual waste are sent to sanitary landfills. It patronizes recycling and the use of recyclable materials to minimize waste output. It bans open dumpsites, the use of incinerators, and burning of waste. It promotes the use of environment-friendly disposal of solid waste.

The Philippines actually has one of the most beautiful laws on solid waste management in the world. But why have our rivers and bodies of water become filthy?

The Manila Bay, a source of food, livelihood and recreation to an estimated 23 million Filipinos, remains polluted with tons of garbage. More than 60 percent of the waste collected by environmental groups in the Manila Bay clean-up drives are made of plastic^[1].

In fact, the Philippines is the third top contributor of plastic waste that enters the oceans with around 0.28-0.75 million metric tons of plastic marine waste annually, next only to China and Indonesia.^[2]

This is very dangerous because plastic can choke and poison marine species and damage marine ecosystems. Ultimately, it can affect humans through the fish that we eat.

There is also the danger of environmental disasters caused by mismanaged waste such as trash slides—like what happened in Payatas, Manila in 2000 and Irisan, Baguio in 2011—and the flooding we experience during downpours because of garbage-clogged waterways.

All of this we could prevent if only we followed the law.

It has been 15 years since we passed RA 9003, but according to the Department of Environment and Natural Resources (DENR), as of 2015, only 36 percent, or 545 local government units (LGUs), have complied with all aspects of this legislation.^[3]

Sual residents surrender guns to cops thru “Oplan Katok”

SUAL – The series of information dissemination dubbed “Oplan Katok” by the acting chief of police here bear fruits after several residents heed his call for the safekeeping by the cops of their loose and expired firearms.

and the maintenance of cleanliness in the town. Gonzales exhorted his men to

 be more vigilant and alert as they would be expecting volume of people to 

come and watch the Miss. Sual Pageant.

“Operation Katok” was in compliance with the gun ban imposed by the Commission of Election for the almost120 days period before the May 9 national and local election and 30 days thereafter.

According to Police Senior Inspector Roderick Y. Gonzales, since “Operation Katok” or operation knock the doors started early this month, several residents complied with his call and surrendered for safekeeping their hand guns.

Illegal possession of firearm is a serious crime in the country.

Gonzales cited, for instance Village Councilman Gerardo Dulay from Brgy. Pangascasan here who surrendered his expired Caliber 45 pistol SAM-1911 with serial number S09981006 and Andres Babera Bordalo Jr., a retired Government Employee from Barangay Paitan West here voluntarily surrendered his expired firearm Caliber 380 pistol with serial number A000386.

Gonzales said his and his men’s aggressive information dissemination stance was by postings and distributions of decals and flyers at public places like barangay halls, waiting sheds of the various villages here with a statement on the consequences of being caught possessing loose and expired guns.
