Political bigwigs support De Vera for Prov’l Board

DAGUPAN CITY – A political pundit here predicted that the chances of former Bayambang Mayor Leo de Vera Jr. to win a seat in the provincial board are bigger after other mayors endorsed him.
 The source who asked anonymity opined that Sta. Barbara Mayor Carlito Zaplan and Calasiao Vice Mayor Roy Macanlalay have told media men that they give their unconditional all out support to De Vera – their former colleague in the League of Mayors in the Philippines   – Pangasinan chapter.
 “If they mean it then thanks. We will have a good show up in May 13 (2013) poll,” de Vera quipped when asked to comment about the support of the duo.
Huge tarpaulin with pictures of de Vera and Abono Party-list are posted boldly in some strategic locations of the towns where some people believed happened because of the imprimatur by the two political leaders. At the house of Calasiao Mayor Mark Macanlalay bundles of leaflets being sort out there showed that the Mayor and his reelectionist vice mayor father Roy included there the name of de Vera and Angel Baniqued Jr, for the race in the Sangguniang Panlalawigan.
Despite the show of support, he said he does not want to be over confident to win the poll until the voters have cast their votes.
He would not say either that he will be No. 1 in Bayambang where he served as mayor for nine years, but said the people of Bayambang will not forget him because of a lot of significant projects that he implemented there. “Kinakausap ko iyong mga leaders, mga tao, at alam mo naman naging mayor nila ako for nine years. Siguro naman hindi nila ako pababayaan,” he said.
 The political spectator said de Vera’s rival reelectionist Board Member Generoso Tulagan Jr. will have a scare of his life after village chairmen showed their disenchantment of his leadership in the five towns of the third district.
 They said Tulagan has been giving them a run -around or cold shoulder whenever they visit him in his house or office. “Kung hindi nagpapakita sa mga chairmen, he kept promising them about financial aid or project. Iyong iba daw na kapitan niya iyong ibibigay dapat niya ( na projects) hindi daw makabayad sa pamasahe sa pabalik-balik nila sa bahay niya”
The source said de Vera and Angel Jr. the son of incumbent BM Angel Baniqued (an exiting solon) are the force to reckon in the May 13, 2013 poll. De Vera’s political armor in this poll has been harnessed to a higher level after the powerful chairman of Abono Party-list and perceived Pangasinan's political kingmaker Rosendo So throws his all-out support to him. When asked about if he was already prolific in his sorties in the villages of the district, de Vera quipped: Maganda naman, parati naman akong na i-invite tayo sa mga fiesta. Sa mga seminar ng mga teachers”.

New Lingayen mayor implements fiscal reform

 LINGAYEN – The newly installed mayor of this capital town said the first order of the day under her administration is fiscal reform and cleanliness. Mayor Edith Hallari said she has already readied the fiscal reform she is going to implement to save more funds.
She is geared to investigate the controversies involving the former treasurer who was hurriedly assigned at the provincial’s treasurer office after the bursar was linked to a transaction involving more than ten million pesos of municipal fund.
 The new mayor agreed when asked that heads will roll among her personnel just like the sacking recently of Mangaldan Mayor Berex Abalos of two department heads in that town after they were found to be liable in abusing their positions in handling public funds. Abalos, just like Hallari, was installed in the mayoralty after his predecessor former mayor Herminio Romero died of a heart attack. Hallari replaced former Mayor Ernesto “Jonas” Castaneda after the latter succumbed to cardiac arrest in Makati Medical Center in Manila around 6 am of March 16, 2013.
 Castaneda reigned over this town for 18 years. After he completed the first three terms, his Josefina, known as Iday won the mayoralty and served the first class town for three years. Hallari, Iday, and outgoing Board Member Von Mark Mendoza slug in a three cornered mayoralty race for May 13, 2013 poll.
 A resident here who asked anonymity lauded the gesture of Hallari for a clean Lingayen.
Meanwhile, former provincial administrator Albertini De Guzman assumed as Hallari’s municipal administrator. Before De Guzman got the post, he was the assistant city administrator of Dagupan City under Mayor Benjamin S. Lim. He has a three-year stint too as municipal administrator of Sta. Barbara under former mayor Reynaldo Velasco when the latter served the town from 2007-2010

Big crowd and loud cheers greet proclamation rallies of NPC


Loud cheers and deafening applause from thousands of local folks filled the public auditoriums of Infanta, Dasol and Burgos as Governor Amado T. Espino, Jr., Vice Governor Jose Ferdinand Z. Calmlim, Jr. and Congressman Jesus “Boying” Celeste raised the hands of Nationalist People’s Coalition candidates in their respective towns during the proclamation rally in three towns of Western Pangasinan yesterday (April 2, 2013).
While thousands of audacious people greeted the NPC rallies, the first barangay sorties of the Liberal Party a day earlier led by its gubernatorial bet and emceed by media man Atong Remogat went through with sparse and lukewarm crowd.
In Infanta, incumbent Mayor Virgilio Vallarta- who then succeeded the slain Mayor Ruperto Martinez-- is vying for reelection with Richard Martinez-- son of late Mayor Ruperto, as his running mate with eight councilor candidates.
Around 1,500 rally participants in this rustic town of Infanta even swayed with the blaring sounds of background music as they cheer for Gov. Espino and their candidates.
 Celeste mentioned that when they arrived in Infanta, a black propaganda has welcomed them as four unidentified persons were distributing ‘newspaper’ titled Pangasinan News Today conveying stories that attempt to tarnish their reputation particularly of him and the Governor as public servants." Just put forward your platforms and not employ dirty tactics just for personal interests," the Congressman urged his fellow aspirants.
 He also thanked the locals for not believing all the allegations being thrown at them.
 Espino also denounced the dirty tactics employed by their opponents in order to put forward their selfish interest over the interest of the community. Such tactics have even affected my own family particularly my mother who is still in the hospital, he added.
 Over 3,000 roaring and delighted local folks hailed the team in Dasol. The town Mayor Noel Nacar, the incumbent president of the League of Mayors of Pangasinan, and Vice Mayor Manuel Rivera-- both bidding for reelections-- assured their townspeople that they, with their councilors, will continue on coming up with worthy projects.
Meanwhile, Calimlim pressed on the value of teamwork for success and ensured that such is present in the NPC as he campaigned for the whole slate. The Governor cited the numerous awards in the different areas of governance the province has received to counter the claims of his detractors that Pangasinan has not gone any improvement.
In the town of Burgos,  Mayor Alberto Guiang Jr. with his Vice Mayor, Felipe Peralta and the eight councilors led the sortie there. The team likewise declared their will to do more and better for the town’s growth. As Espino remarked, “We are doing all of these for the next generations to come.”
The governor vowed to maintain if not surpass the kind of service they are giving to the people as they drummed up support for their reelection bids (Pangasinan Asinan).

Orduna: The Rise and Fall of Espino

The town of Bugallon made him congressman, then Pangasinan governor.
But Bugallon residents are now disappointed with their adopted son, Amado Espino Jr, and now want Alaminos City Mayor Hernani Braganza to be their Governor.
 This campaign pitch by Bugallon Mayor Ric Orduña has convinced Braganza, the Liberal Party’s gubernatorial candidate, to include Bugallon in the three Pangasinan towns where he starts his grassroots electoral campaign dubbed “Lakbay Pangasinan, Lakbay Pagbabago.”
 Braganza and his running mate Arturo Lomibao formally kicked off their electoral campaign today (April 1) with barangay sorties and town hall meetings in the towns of Urbiztondo, Mangatarem and Bugallon, hoping to deliver their messages directly to voters even in far-flung barrios.
 Braganza explained that the Liberal Party in Pangasinan would focus on grassroots campaigning as part of its efforts to reach the largest number of voters possible in the 45-day campaign period.
 “Dito sa Bugallon nagsimula si Amado Espino sa pulitika. Dito rin namin siya ibabagsak,” said Orduña, a former friend and trusted political lieutenant of Gov. Espino.
 Orduña has filed a criminal charge of plunder at the Ombudsman, accusing Gov. Espino of allegedly pocketing more than PhP900 million from the proceeds of jueteng and other illegal numbers games in Pangasinan.
 Another former ally of Gov. Espino, Fernando Alimagno alias “Boy Bata,” has submitted his own affidavit at the Ombudsman’s office corroborating Orduña’s allegations. Alimagno confessed to being one of the country’s biggest jueteng operators.
 Orduñas helped Espino launch his political career 

 Orduña narrated that Espino, after retiring from the police service, asked help from their family in 2001 to help him launch his political career in Bugallon. Espino, a native of Bautista town, reportedly wanted to run as congressman but could not do so in the Fifth District due to the political clout of the Cojuangcos.
 “Inampon namin siya dito sa Bugallon para makatakbo siya bilang congressman ng Second District. Hindi raw siya kasi mananalo sa Fifth District dahil tiyak na ilalampaso siya ng mga Cojuangcoa doon,
Orduña recalled.

 He said Espino registered as a voter in Bugallon even though he was not residing in the area at the time. Espino, he added, used a dilapidated warehouse in Barangay Portic as his official residence to qualify as a registered voter in Bugallon. “Tinulungan ng pamilya namin na manalo siya bilang congressman. Ginawa din namin ang lahat para manalo siyang gobernador,” the Bugallon mayor pointed out.
 Despite their all-out support for Espino, Orduña said the governor never showed respect to their family, and even treated them with contempt. “Tulad ng maraming Pangasinense, sanay na kaming tawagin ni Gov (Espino) na ‘bakes’ (monkey),” Orduña said.
 Turning point:

 His disappointment with Espino reportedly came to a head when his son was mauled by the Governor’s men after an altercation in a basketball game. “Nag-away ang mga anak namin sa basketball pero imbis na awatin ang mga bata, ipinagulpi pa ang anak ko,” Orduña said.
 That incident, he added, made him decide to disassociate himself from Espino and look for other candidates to support in the gubernatorial race. “Mabuti na lang at tumakbo si Nani Braganza dahil alam kong siya lang ang makakatalo kay Gov (Espino),” the Bugallon mayor said.
 Orduña said he did not know Braganza personally until he joined the Liberal Party to run for vice mayor of Bugallon. Orduña has already served three terms as mayor.
 Braganza has never taken jueteng bribes Orduña explained that he has chosen Braganza as his gubernatorial bet as he was aware of the Alaminos mayor’s accomplishments as a public servant, both in the national and local government. He also noted that Braganza was one of the few Pangasinan mayors who had never taken a bribe from jueteng and other forms of illegal gambling.
 “Malaki ang paghanga ko kay Nani. Walang jueteng sa Alaminos dahil ayaw niyang tumanggap ng lagay. Malaki rin ang nakita kong pagbabago sa Alaminos mula nang maupo siya bilang mayor,” Orduña said (Pangasinan Muna).

 DAGUPAN CITY – Councilor Brian Lim, candidate for vice mayor under the Nacionalista Party here, on Friday challenged his opponent to a debate “any day, any time and any place” rather than soliciting media interviews to discredit fellow candidates “with lies and deception.” Lim, who is running against former councilor Michael Fernandez (Liberal Party) in tandem with his father Mayor Benjamin Lim who is seeking re-election, suggested that the debate should be held in the Pangasinan dialect for the public to better grasp the issues. “Mas mainomay da tayon natalusan nasaray kabaleyan tayo no mansalitad tayo’dPangasinan,” he said in a recent radio interview. ( It’s easier for our people to understand us if we speak in Pangasinan dialect). It is common knowledge that Fernandez and his wife Maybelen, who is seeking re-election as councilor, have difficulty speaking the local dialect.
 The younger Lim declined to answer what he described as black propaganda hurled against the administration of his father. “Nepegkumonya say sakey ya lider o kandidato etagon lad radyo ya manderal nakapara ton kandidato.Aliwa tan yakagagawa,” he said. (A leader or a candidate should not go to radio (stations) and discredit his fellow candidates.)
Lim said that public interest will not be served if candidates engage in negativism, mudslinging and dirty tricks rather than in presenting their platforms and vision that they would pursue if given an opportunity to serve.
 “We are already mature enough to know better. We will not go down to that level (of campaigning),” he said, adding that he would rather focus on those things “yama katulonged saray kabaleyan tayo.” He wondered why it’s easy for some candidates to go to media and accuse fellow candidates with “lies and deception, bale tanggapoy ebidensiya” hoping to impress the voters and enhance their candidacy “Araratan ya kagagawa etanggapo met so epekto to edsaray kabaleyan tayo ta manisiaak ya saray taga Dagupan, they are intelligent, they can decide for themselves no anto ray nepeg dan dengel enla ot lad saray issues. ‘Kato nag tayo masyadon manre-react edsa raypanagpalik dona saray kalaban tayo’d pulitika,” he pointed out. (Those efforts bear no impact on our people, and I believe Dagupeños are intelligent, they can decide for themselves on what they follow especially about issues (that affect them). That’s why we are not inclined to react to the deceits of our political enemies.)
 Too much politics Lim said too much politics is slowing down the city’s capability to address the mounting concerns. He stressed the urgent need for the city’s leaders to work harder, even as he underscored the necessity of teamwork between the legislature and the executive department to speed up progress and development in the city.
 Lim cited previous incidents when the SangguniangPanlungsod headed by Vice Mayor Belen Fernandez deferred the approval of the annual budget for several months and almost derailed the operation of the city government.
“Can you imagine that because of politics we wasted from four to five months just to have a budget.
Nepeg ikalen tayo iray analiwan kagagawa. We should work together as a team so that we can address the various problems faster,” he said.
 Non-issue

 Lim considers as a non-issue the accusation hurled by their opponents that they are out to promote a political dynasty in the city. “Amin ya kandidato should be given equal rights ya ontaga myaman serbid kabaleyan da.
At the end of the day, saray ombaley so walay pakapanyari ya mapili no siopay manepegyaman serbied sikara.Kumon ta respetuen tayo tan,” he said. (All candidates should be given equal rights to serve their constituents.
 At the end of the day, the people have the power to choose who will rightfully serve them. Let’s respect that (right). Lim cited the father-and-son tandem of Mayor Mark Roy Macanlalay who is seeking re-election in tandem with his father, Vice Mayor Roy Macanlalay who is also seeking re-election in Calasiao town.
He said that the Macanlalays stand a big chance of getting re-elected because of their good performance and achievements in pushing for the progress of the municipality.
 A good leader, he said, should be endowed with good character, vision for the city, and most especially political will to make decisions not for a “loud few but for the silent majority.”
Reacting to the claim of his opponent that he (Fernandez) has longer experience in the Sangguniang Panlungsod, the younger Lim said he will never make such statements.
 “Ag tayo kumon man-assume, agtayo idayew so sika tayon diliya ibagan siak so manepeg yama nuley bilang vice mayor. Aliwa tan yakagagawa. Iter tayod ombaley so kanepegan ya man pili no siopay labay danman serbid sikara,” he said. (Le’ts not be presumptuous, let’s not be conceited as to say we should be the one serving as vice mayor. That’s unbecoming. Let’s give our people the right to choose who will serve them.) 

Legislative agenda 

Lim said that among his platforms is the computerization or modernization of the operations of the SangguniangPanlungsod (SP) to make the job of the city legislatures easier. He said he will institute a policy of accountability and transparency to raise public trust in the SP, particularly public awareness on the various legislative measures that are already enacted or to be legislated.
Computerization, he said, will enable the public to have easy access to all the ordinances, resolutions and other measures acted upon by the SP. “One of the top priorities is to pass legislation that will improve further the business atmosphere in our city to attract more investors and businesses that will generate more jobs and income opportunities for our people,” he said.
Lim said that even if it affects their family business, they welcome the entry of SM Megamall in Dagupan as this will create more jobs, income and economic opportunities for the city folk.

Why sign peace pact with deceitful rival? – Espino


LINGAYEN, Pangasinan — Re-electionist Gov Amado Espino Jr skipped the covenant signing for peaceful elections on Monday, March 24, and here's why: it will only send the wrong signal to voters since his rival will engage in dirty tricks anyway.
 His only challenger, Alaminos Mayor Hernani Braganza, also did not attend the pact signing at the Metropolitan Cathedral of St. John the Evangelist that election watchdogs, religious groups, and police officials attended. “You are aware of the various acts of character assassination, well-orchestrated political demolition jobs, false and fabricated accusations, and harassment cases filed against this representation by our political opponent,” Espino said in a letter dated March 23, 2013, to lawyer Marino Salas, provincial election supervisor of Pangasinan, and Fr Morris Allan Abuan, chairman of the Parish Pastoral Council for Responsible Voting (PPCRV)-Pangasinan. Accusations of getting bribe from jueteng and of masterminding the murder of a mayor in another province have been thrown by the authorities against Espino.
A candidate of the Nationalist People's Coalition (NPC), he is in a one-on-one battle with Braganza, who is a close friend of President Benigno Aquino III and Interior and Local Government Secretary Mar Roxas. Pangasinan has the third highest voters' population among provinces. It is among the 15 areas identified by the Department of the Interior and Local Government (DILG) to be at "high risk" for poll-related violence due to politicians' intense rivalries.
 The tag surprised the local NPC. This time, the regional police is saying Pangasinan will be the most closely monitored province in Ilocos Region. (Read: PNoy underlings picking on Pangasinan - Cojuangco) Espino said he is “afraid the peace covenant signing would only serve to legitimize the violations and abuses of some PNP officials and deceitful candidates and provide them with the perfect cover-up for their devious schemes.”
 He added: “I regret, therefore, that I cannot take part in a ceremonial activity, where the PPCRV and other well-meaning officials and candidates would only be used unwittingly to lend credence and legitimacy to the bogus acts of some officials and candidates.”
 He, however, committed to conduct his election campaign according to the rules and guiding principles of clean, honest, accountable, meaningful and peaceful (CHAMP) elections espoused by the PPCRV and the campaign for Secure and fair Elections (SAFE) of the Philippine National Police. Comelec dismayed at slow pace of building election cases

 FORTY-FIVE days into the national campaign for the 2013 polls, the Commission on Elections has filed only three cases and summoned one party-list for poster violations, a dismayed election chairman Sixto Brillantes Jr. said on Monday.
 While the Comelec has been strict in enforcing the rules on campaigning, he admitted that the election body has been hampered by a lack of manpower to pursue the cases.
He said he has asked the legal department to start with the preliminary investigations of national candidates who have been sent notices to remove campaign materials in prohibited areas.
 “We may be moving very slowly in the filing of charges (but) the fact na medyo mahigpit kami (that we are strict) has already served as a deterrent. Nakikita mo naman ang diperensiya now and in previous elections (You can see the difference between now and the previous elections),” Brillantes said. Building an election case takes time, he added.
 With the start of the campaign period for local candidates at the weekend, Comelec will be swamped with more cases of campaign violations and will have a tougher time keeping up. Brillantes himself is resigned to the fact that the Comelec is short-handed.
 “We cannot improve on the manpower situation. We just have to move a little bit faster and concentrate on the filing of charges and sending of subpoenas,” he said. Although they have filed only three cases against erring candidates, Brillantes said they have been continuously sending out notices to senatorial candidates to remove illegal posters within three days from receipt of notice.
 Comelec’s Law Department has summoned officers of Buhay Hayaang Yumabong (BUHAY) party-list to appear before the poll body on April 11 for possible violation of Fair Election Laws. The poll body is also set to resolve the cancellation of accreditation of Liquefied Petroleum Gas Marketers Association (LPGMA), Kabataan and PISTON party-lists for illegal posters.
 BUHAY officers subject to preliminary investigation include nominees Mariano Michael Velarde and Jose Atienza, Melquiades Robles, Melchor R. Monsod, Emmanuel Sison, Norberto Enriquez, Reynaldo Vargas and Joselito Chan. Among those found to have poster violations are all the 12 senatorial candidates of Team PNoy mainly for a party poster that was found hanging on an electric post. Other members of the administration ticket have been given individual notices for poster violations. Comelec’s Law Department also sent a separate notice to Bishop Vicente Navarra of Bacolod City for the oversized Conscience Vote tarpaulin outside the San Sebastian Cathedral. An election offense case carries a penalty of up to six years in prison and perpetual disqualification from holding public office.
