Peryahan Workers Avoid Massive NBI Raids

DAGUPAN CITY – Before the joint task force of the National Bureau of Investigation struck a countless numbers of gambling bet stations in Pangasinan Thursday, personnel of the Peryahan ng Bayan (PnB) took their materials, closed their shops, and scampered away to avoid arrest.

According to a staff of its number game’s rival a franchisee of the Small Town Lottery (STL), before the enforcers of the NBI from this city, cities of Manila and Baguio, and provinces of Nueva Ecija and Pampanga launched their massive raid, all the betting stations of the PnB in the 44 towns and four cities’ Pangasinan closed shops and their employees absconded.

“Pinagtatanggal nila iyong mga tarpaulins nila na may pangalang Peryahan ng Bayan and my mga logos ng PCSO. Kung legal sila bakit nila tinangal at nagsipag taguan sila? Major Fajardo kung legal kayo bakit nagsitakbuhan ang mga tao ninyo?” an official, who asked for anonymity, of the STL’s Authorized Agent Corporation (AAC) Speed Game Inc. dished out at former Army major Efren Fajardo whom he cited as the reputed administrator of PnB in Pangasinan.

Speed Game, Inc, a business rival of PnB, complained about the reduced presumptive monthly retail receipt (PMRR) that it remitted to the Philippines Charity Sweepstakes Office in Manila because the latter illegally encourages bettors to play on its 1 to 38 number combination against the former 1 to 40 combination figures.

 Mandirigma Supporters, a Facebook account of former PCSO's General Manager Alexander F. Balutan, blasted the leadership of the charity sweepstakes' office under Chairman and Officer-in-Charge Anselmo Pinili and Board Members Marlon Balite, Sandra Cam, and Ike Seneres.

 “Bilyong-bilyong piso kada buwan ang nawawala ngayon sa PCSO dahil sa hindi magandang pamamahala sa ahensiya na sinasabayan pa ng matinding kurupsyon. Ang patunay?  Mula Enero hanggang Mayo 2019, 31.74 porsiyento ang ibinulusok ng benta ng Lotto kung ikumpara ito sa kaparehas na panahon noong 2018".

Mandirigma Supporters, who used to carry the name Mandirigma, cited that revenues for Keno, another numbers’ game, fell to 52. 45% from January to May this year compared to the same period in 2018.

The misery of SpeedGame, Inc. in Pangasinan started when PnB operated in January this year to present with impunity at the various towns and cities in the mammoth province.

STL franchisees in various parts of the country and the PCSO accused Peryahan ng Bayan, run by Globaltech Mobile Online Corporation, of being unauthorized and illegal for the following reasons.
They cited that the Deed of Authority (DoA) of Globaltech already expired on March 31, 2016; There is no longer an entity or individual authorized by PCSO to operate PnB in any part of the country after the expiration of Globaltech’s DOA; Under-remittance of sales due to PCSO during the experimental test run which ballooned to P506 million including penalties as of January 23, 2019; PnB tickets or receipts are not generated using mobile handheld terminals as agreed upon with PCSO under the implementing rules and regulations (IRR) and the DOA; Only the following games were approved by PCSO only during the experimental test run like Hulog Holen, Lucky Tres – Standard and Sum Side Bet, Throw Coins Main Game.

However, these games are no longer being played. Instead, Peryahan Games are now similar to STL games and bets are taken using paper bet slips contrary to the implementing rules and regulations (IRR) and therefore illegal; These games should be played through localized draws at respective PCSO designed draw courts. Draws should be conducted by PCSO personnel with the assistance of Globaltech personnel. Instead, Globaltech now conducts PnB draws without the supervision of the PCSO staff looking at.

Any person caught participating in these illegal activities by financing, operating, betting, and conducting PnB games or any other act directly or indirectly related therefrom shall be held criminally liable, according to the source.

The liability falls under Republic Act 9287 or an Act Increasing the Penalties to Illegal Numbers Games, Amending Certain Provision of Presidential Decree No. 1602 for Other Purposes and Other Applicable Laws.
