MANGALDAN, Pangasinan – The second term mayor of this one of the richest towns in Pangasinan led recently an executive-legislative meeting to smoothen the deliberation and passing of the Sangguniang Bayan of ordinances that included those to be proposed by her office.

meeting ensued from July 9 to 12, 2025 at Royce Hotel in Clark, Pampanga. The collaboration
between the Office of the Mayor and the Sangguniang Bayan was historic because
this was the first meeting between reelected mayor Bona Fe D. Parayno and the
lawmakers led by Vice Mayor lawyer Fernando Juan A. Cabrera. The Vice Mayor and
Mayor Parayno belonged to different parties during the May 12, 2025 elections.
The meeting held at the Conference Room of the Presidencia de Mangaldan ensued upon the initiative of Mayor Bona Fe D. Parayno to have an open communication between the two bodies and thus expedite legislation.
One of the topics was the intention of the Parayno Administration to construct a community hospital here to serve the medical needs of her constituents. Upon assumption in office, the lawmaking body passed a resolution for the Mayor to enter a Memorandum of Agreement (MOA) with the provincial government under Governor Ramon V. Guico III.
Parayno tasked Municipal Administrator Atty. Teodora S. Cerdan, General Services Officer Fernando Saguisag A. Cabrera, Municipal Health Officer Dr. Larry B. Sarito, and other members of the executive branch of the local government to prepare the documents needed for the flagship project. These included the 25 years’ usufruct agreement, official letter of intention of the local government to the provincial government, and the certificate of ownership where the hospital would be constructed and erected.
Mayor Parayno said she would meet soon the Governor
to discuss this worthy project.
