Ombudsman Sinuspinde ng 3 Months si Sual Mayor Calugay

Ang administrative na kasong ito ay hango sa reklamo ni Michael G. Abata kontra kay Sual Mayor Liseldo D.Q Calugay at ng kanyang Executive Assistant –III Cheryl O. Medina.

Sual, Pangasinan Mayor Liseldo “Dong” Calugay finally surfaced in this photo to deny romantic or business ties with the controversial former Bamban, Tarlac Mayor Alice Guo, but lawmakers came prepared with receipts suggesting they were more than just friends—at least in business. Ani Ombudsman Samuel R. Martires sa desisyon niya noong Abril 14, 2025 pero inilabas lang noong Mayo 5, 2025:

“Wherefore, this Office finds respondents Liseldo D. Q Calugay and Cheryl O. Medina guilty of Simple Misconduct and meted the penalty of suspension for three (3) months without pay pursuant to Rule 10 Section 50 (D) of the 2017 Revised Rules on Administrative Cases in the Civil Service. So Ordered…”.

Nag-ugat ang reklamo ni Abata noong inendorso ni Calugay ang Application for Approval noong Disyembre 5, 2022 sa Sangguniang Bayan para sa Provisional Fishery Privilege ng 15 units ng fish cages ng Dee Aqua Farm ni Medina.

“The privilege was granted despite incompleteness of Medina’s application. Notably, Dee Aqua Farm has no: (1) Environment Compliance Certificate (ECC); Certification of Suitability from BFAR (Bureau of Fisheries and Aquatic Resources); and (3) Fish Cage Registration with the Municipal Agriculture Office,” ani Ombudsman.

Kasali sa Hunyo 23, 2022 endorsement ni Calugay sa Dee Aqua Farm para sa fishery privilege sa  Sangguniang Bayan ay ang AC Aqua Farm, Licsel Fish Farm, DongGuo Fish Farm, at Guco Aqua Farm.

Matandaan na naging mainit ang mga kongresman at mga senador dito sa mga multi-milyones na aqua farms dahil mukhang pinaghalong pangalan ni Mayor at ang pinagsusupetsahan na siyota niyang si dating Bamban, Tarlac Mayor Alice Guo na taga China. Si Guo ay kasalukuyang naghihimas ng malamig na rehas sa mga kaso niyang walang piyansa sa kulungan sa Meynila dahil sa mga ginawa niyang mga big time na mga illegal allegedly.

Dahil sa pagkasuspinde ng tatlong buwan ni reelectionist Mayor Calugay, si Sual Vice Mayor JC Arenas- Arcinue ang pansamantalang uupong alkalde ng tatlong buwan ng pinakamayamang bayan ng Pangasinan. Si Arcinue ay anak at apo ni dating mayor John at Roberto Arcinue.

Si Calugay ay kasalukuyang nakipagbuno kay dating Pangasinan Board Member Arthur “Junjun” Celeste sa pagka-alkalde ng bayan para sa Mayo 12 eleksyon. Siya ay anak ni Pangasinan 1^st District Cong. Art Celeste.
