Phase-2 market construction starts July – Mangaldan acting mayor

MANGALDAN – The acting mayor of this tapa (cured beef) town said that the construction of the multi -  million pesos Phase-II of the public market will probably start this July.

Surdilla, a lawyer, cited that the provincial board had already approved the review of the forty million pesos loan the Sanggunian Bayan (legislature) passed and Mayor Bona Fe D. Parayno signed into law.

He added that the brass of Land Bank of the Philippines, the lender, had already approved too the official intention of the local government unit here.
In January 5 this year, the legislature under Vice Mayor Surdilla unanimously approved the authority for Mayor Parayno to engage in the pre-selling of stalls at the Phase-II.
An excerpt of Resolution No. 2017-02 said the Phase-II is a replacement to the old market gutted by fire in 2009 to “ease the smooth transition of business transaction of the project to the businessmen who are interested to avail of stalls at the public market.”
Fernando Saguisag Cabrera, administrative officer 4 of the local government here, said that the already collected ten million pesos good will for the trust fund would be exclusively allocated, as the ordinance mandates, for the implementation and rehabilitation of the Phase II market.
Cabrera cited this burgeoning town has recouped more than one-fourth of the amortization of the P40 million loans she applies at the Land Bank of the Philippines through the good will monies and rents from stall owners.
COOPERATION. Unlike the previous vice mayor of Mangaldan, Mayor Bona Fe D. Parayno has a 
good collaboration with the new Vice Mayor  Pedro “Jojo” Surdilla and most

Meanwhile, Acting Mayor Surdilla said he will be the chief executive of this first class town after Mayor Bona Fe D. Parayno went to the United States last May 2 for personal reason.
Parayno will be reporting to office on May 28 this year.
Surdilla said that his being a mayor is only ministerial in duty like tending the town sans hiring and firing.

He cited Section 46 of the Local Government Code of 1991 that mandates that an acting mayor could appoint, suspend, dimiss an employee if the elective mayor is absent beyond 30 days.
