DAGUPAN CITY – The Sangguniang Panlungsod (SP) approved on February 1 during its regular session the city’s ecological waste management plan for the years 2015-2024.
Authored by Councilor Jeslito C. Seen, chairman, Committee on Environment and Natural Resources, the ordinance ensures round-the-clock cleanliness of the city through the orderly management of waste; to cease and desist from utilization of open dumps; to eradicate unsightly, uncovered and overflowing waste and to minimize pollution arising from harmful gases and other hazardous substances.
The city’s ecological solid waste management plan is in compliance with the policy of the state under Republic Act 9003 otherwise known as the Ecological Solid Waste Management Act to adopt a systematic comprehensive and ecological solid waste management program.
Seen disclosed that the rationale of the Ecological Solid Waste Management Plan is to make Dagupan a clean and environment-friendly city with empowered constituents who are mandated to help with the management of the city’s solid waste through segregation and source reduction.
On the other hand, even before the approval of the city’s Ecological Solid Waste Management Plan, Mayor Belen T. Fernandez initiated the establishment of a Waste Conversion Facility, which will hopefully end the 50-year old garbage problem of the city and which is now under the period of evaluation.
The SP will soon conduct a consultative meeting with all the Punong Barangays here to facilitate plans and programs on how to reduce, segregate, reuse and recycle the solid waste of each barangays here. (Joseph C. Bacani/CIO/Feb. 2, 2017)
