MANGALDAN – Various social, economic, and security
programs would be underscored by the mayor here when she stands before her constituents
on her November 30 State of the Municipality Address (SOMA).
The SOMA that will be held at the function hall of the
town hall here would start at three o’clock in the afternoon of that date.
According to Milagros Padilla, chief of the
Municipal Development, Planning, & Coordination, the SOMA of Mayor Bona Fe
D. Parayno would be derived from her vaunted S-W-E-E-T H-E-A-R-T’s Programs.
On Security like peace and order, Padilla said that
Mayor Parayno would cite the installation of closed circuit television (CCTV) along the national highway,
at the public market, at the abattoir here, and the Mangaldan municipal building,
creation of police posts located in front of CSI Mangaldan, Mangaldan Public
Market, and other conspicuous places which will help in the monitoring of peace
and order here; prioritization of the Municipal Anti-Drug Abuse Council (MADAC)
programs in the local government unit’s budget; provided support to the nightly
patrol in whole municipality; empowered women in the villages as tanod; and
others.
On waste management innovation, the mayor initiated
the Tulong Panghanapbuhay para sa
Ating Disadvantaged (TUPAD) Program of the Department of Labor & Employment
by hiring residents here on the clean-up drive of the town; purchased
additional dump truck and backhoe to reinforced
the solid waste collection; improved and maintained this town’s site
into a controlled dump site; prepared the 10 year Solid Waste Management Plan;
and others.
On environment, ecological sustainability and disaster
preparedness, Parayno promoted river cleaned up drive and improved the
Angalacan River as tourism destination through the development of the Mayor
Bona Trail; purchased two units fiber glass boats to rescue flood victims
especially in the remote areas here; converted the third floor of the Mangaldan
Municipal Building into state-of-the –art evacuation center providing better
comfort and facilities for the evacuees; established the Disaster Risk
Municipality Management Council’s office with all the necessary equipment,
facilities, and stock pile, making it always disaster ready; and others.
On Education and Sports Development, Padilla said the
Parayno Administration constructed two classroom-buildings every year. A total
of four classrooms were already turned over to Mangaldan Integrated (one
building) School in Bantayan, Guesguesangen Intergrated School (two buildings)
and David National High School (one building), repair and maintenance of School
Buildings and Facilities, promotion of sports and other school related
activities and the procurement of lot for the establishment of Guilig
Elementary School and Bateng Elementary School; spikes the allocation for this
town’s scholarship program; and others.
On Tourism and Cultural Promotion, this town was
recognized as Aktibu & Cultural Promotion awardee for establishing the
Pasalubong Center for promoting local tourism, where visitors from other places visit this town to buy its
quality local products especially the Mangaldan Tapa or Pindang; construction
this year of the Mangaldan Heritage Center will also be constructed in front of
the Municipal Presidentia to be able to establish Mangaldan’s History &
Culture and showcase it to visitors; established various activities for the
promotion of tourism like Takbona (fun run), BongBong Bona (bamboo canyon
contest) Color Run in Mangaldan, Gay Fun Run, Triathlon and “Bike the Dike”;
others.
Health and Social Welfare Services Adequacy shows the
mayor pushed for the opening of the Mangaldan Infirmary and Urgent Care Clinic
for 24 hours and seven days addressing emergency cases and primary health care.
Maternity Care Packages and ambulance service are also being offered; various medical
missions were held giving priority to the senior citizens like influenza
vaccination program, children like Operation Tuli by giving of Vitamin &
Milk Supplements, and pregnant women like health and wellness program for them; established the State of the Children Report during Children’s
Congress and the annual Trick or Treat during Halloween; others.

Employment generation and economic stability through the
mayor’s initiation, the municipality has provided opportunities to more than 200
residents who are unemployed through jobs fair and various skills and
livelihood training, this town has opened the Pasalubong Center as another opportunity
for the people here to showcase their products and increase their income
through consignment basis; the project concept of this town public market will
attract more investors to invest in the market stalls and thus create
multiplier effects; and others.
Agriculture and fishery development, the mayor cited that
the agriculture sector is also a priority through the following dispersal of
bangus fingerlings, certified seeds, mangrove tree seedling like bakawan and
nipa, various fruit tree seedlings, sasso chicks and poultry, hogs and native
piglets and large cattle, and others.
Roads and infrastructure development covers graveling of Bautista Road in Barangay
Osiem, flood control drainage system constructed at the Mangaldan Central
School, repaired and rehabilitated parade route of the 2015 Christ the King
Celebration when this town hosted it, others.
What makes the SOMA on November 30 special, according to
Rosalie Hulipas, acting chief of the Human Resource here, is it coincides with the birthday of Mayor Parayno.
