CITY – You want to have an associate or bachelor degree in 10 months? Then it
is time to look what the Philippine Councilors League- Legislative Academy (PCL-LA)
offers, according to a lawmaker here.

According
to Councilor Jeslito Seen, the PCL-LA offers academic advancement programs to
elective officials of the local government units (LGU) in Pangasinan and the
country.
“This
is the opportune time for local officials to avail of these programs because
the LGU’s coffers are awashed with cash for their education after President
(Rodrigo) Duterte revoked the Lakbay-Aral Program,” he stressed.
Seen,
an officer of the PCL-LA, cited that the courses offered by the Capacity Development
of the PCL-LA are Bachelor of Arts major
in Political Science Expanded Tertiary Education Equivalency and Accreditation
Program (ETEEAP) that can be taken in 7-12 months, Customized Master in Public
Administration’s program that can be attended for 12-15 months, Bachelor of
Public Administration (BPA) Special Program that can be taken for 7-12 months,
Doctor of Public Administration that can
be attended by 15-20 months, Basic Education Program: Elementary & High
School that can be attended by 7-10 months, and Special Training.
According
to Dr. Helario Caminero, PCL-LA Executive Director, PCL-LA was created in June
24, 2010.
He
explained that the clientele of these programs are barangay officials who want
to finish for just several months their basic education like elementary and
high school education, city and municipal officials for their baccalaureate and
master courses, provincial officers for their baccalaureate and master degrees.
“Why
they took for several months only? Because as elective officials they have
already the real and actual experiences how public administrations were ran,”
Seen explained the wisdom of the program.
What
inspired this PCL-LA’s Capacity Program, according to Seen, were the Open
University or Online Schools, Philippine Educational Placement Test (PEPT),
Alternative Learning System (ALS), Expanded Tertiary Education Equivalency
& Accreditation Program (ETEEAP), Bachelor’s Degree for Executives, and
PCL-LA’s Customized Innovative Capacity Development-Degree Earning Programme
for Public Sector (CD-DEP-PS).
“They
become the PCL-LA’s benchmarks for reform and innovation,” Seen added.
The
partners and allied institutions of PCL-LA are University of Makati, Lyceun Northwestern University, Don Mariano State
University, Baguio Central University, West Visayas State University, Davao del
Norte State College, Bukidnon State University, Philippine Society for Public
Administration (PSPA), Association of Schools for Public Administration of the
Philippines (ASPAP), Local Government Development Foundation (LOGODEF), Department
of Interior & Local Government, Commission on Higher Education, Provincial
Government of Davao del Norte, Isabela State University, and others.
