DAGUPAN CITY – Mayor Belen T. Fernandez lauded the Dagupan City Police Station (DCPS) for the arrest of three armed men in Barangay Pugaro last September 10 while the suspects were in the act of harvesting milk fish from the fishpond owned by spouses Erwin and Lilian Dee.
Arrested by elements of DCPS were Marvin Caspillan of Barangay Licsi, Manaoag, Pangasinan; Alfredo Fontanilla and Cristopher Donato, both of San Isidro, Binmaley, Pangasinan.
Caught in their possession, control and custody were one rifle carbine caliber .30 without serial number with inserted magazine loaded with 10 live ammunitions and one caliber .45 colt pistol with inserted magazine loaded with seven live ammunition and one magazine for caliber .45 loaded with two live ammunition for same caliber pistol.
Police investigation disclosed that spouses Erwin and Lilian of Zamora Street sought police assistance after more or less 10 male persons armed with high-powered firearms were reported harvesting their milk fish in their fishpond without their authority.
Special Weapon and Tactics team led by Police Senior Inspector Joel C. Cabaddu under the supervision of DCPS chief of police Police Superintendent Neil O. Miro responded to the scene and placed the suspects under arrest and lodged them in jail.
The suspects are now facing charges for violation of Republic Act 10591 otherwise known as the Comprehensive Firearms and Ammunition Regulation Act and qualified theft punishable under the Revised Penal Code of the Philippines.
Fernandez disclosed that members of the city’s Bantay Ilog Task Force are themselves often victims of harassment by armed men pretending to be policemen whenever they are out in the rivers to dismantle illegal pens now prohibited by the city’s fishery ordinance.
