Bayambang lass wins Limgas 2016 talent showdown



Lingayen – Twenty-three-year-old Riza Diego, one of the 23 candidates vying for Limgas na Pangasinan 2016 crown, emerged as the most-talented candidate in the talent showdown held at the Sison Auditorium on April 25.

            Diego, who hails from Bayambang, delivered a catchy performance of her portrayal as “Pinkaw,” a mistreated and ill-fated individual in a society ruled by greed and power.

Despite technical glitches with her lapel, she still nailed a smooth performance which captivated the attention of the crowd.

“Actually po wala akong masyadong preparation. Nagkaroon lang ako ng script and then ako na po ‘yong bahala sa gagawin ko,” Diego said in an interview.

The oldest among the 23 candidates for Limgas na Pangasinan, Diego, reigning Miss Galicayo Camilliana, dedicates her feat to her family and supporters, as well as to all Pangasinenses.

The performances of Limgas candidates were judged on the following criteria: mastery and style (40%), level of difficulty (30%), relevance and message (20%), and overall impression (10%).

Poe’s backer hits text blast he defected to Duterte

DAGUPAN CITY – A major supporter of presidential aspirant Grace Poe assailed the person behind the malicious text blast to mobile phones that he defected to the camp of Poe’s rival Rodrigo Duterte.

Engineer Rosendo So, the chairman of anti-smuggling Samahang Industriya ng Agrikultura (SINAG), denied the hoax perpetrated to the people in Pangasinan that he joined forces with Duterte two weeks before the May 9 election.
“Alam natin na si Senadora Grace Poe sinusuportahan natin e and wala naman ibang presidentiable na sinusuportahan (Everybody knows that I supported Grace Poe and nobody else for the presidency),” he stressed.
According to the data for the 2016 national and local election of the Commission on Election, the 44 towns and four cities’ Pangasinan has a 1,705,260 voters.
The text blast, according to So, was machine generated so it could reached as many voters in the vote- rich province.
The short messaging system (SMS) called the people in and outside of the venue of the 3rd and last Presidential Town Hall Debate held at this city last April 24 for a meeting with Mr. So at a certain location.
The SINAG chief said those who were responsible for that assailable deceit  worked with the closed rival of Poe.
Lately, So and SINAG reiterated their accusation to Duterte’s incomptency to stop the unabated smuggling of rice in Davao City.
SINAG on Tuesday said they do not expect Duterte to make good his promises, especially on solving crimes like smuggling since the mayor’s chief political strategist Lito Banayo was implicated in the illegal traffic of rice.
And to think that rice smuggling is supposedly one of Duterte’s pet peeves,” So told Philippine Daily Inquirer last April 20.
Although the camp of Duterte vehemently denied Banayo worked for them, So said that in the April 24 presidential debate here, he saw Banayo with Duterte as part of the limited company of the latter who were allowed inside the debate’s venue.
In the earlier visit of Duterte here, Banayo was seen at the group of the mayor.

Pangasinan DRRMC alerts beach goers against rip current


 
DAGUPAN CITY - The Provincial Disaster Risk Reduction and Management Council (PDRRMC) warned beachgoers to observe safety precautions against rip current when swimming in Lingayen Gulf to avoid drowning incident.
 
Avenix Arenas, council spokesperson, said rip current is a powerful, narrow channels of fast-moving water that can be dangerous if one is clueless on what to do.
 
The warning was issued in anticipation of the influx of thousands of beachgoers heading to different beaches in the province during the celebration of the "Pistay Dayat" on May 1.
 
Arenas advised all beach goers to stay close to the six beach towers established by PDRRMC in order to be closely watched by the water search and rescue (WASAR) team and avoid getting drowned when rip current occurs.
 
She added rip current is a water current that can sweep off swimmers away to shore in just five minutes.
 
"It is a white-colored water with bubbles that measures to about two to three meter wide and 15 meters long if narrow and 50 meters wide with length of up to 200 to 400 meters if wide," she said.

Inmates in Ilocos Region to cast votes on May 9




URDANETA CITY – Over 1,800 detainees in the Ilocos Region are expected to cast their votes during the May 9 national and local elections, data from the Bureau of Jail Management and Penology (BJMP) in Region 1 showed.

Senior Insp. Condralyn Alfonso, chief of operation division of BJMP in Region 1, said out of the 3,926 inmates from all the BJMP-controlled jails since March 31, only 1, 806 inmates were registered and who will cast their votes either on-site or off-site.

Alfonso said there will be 13 on-site voting and seven off-site voting areas for inmates in the Ilocos Region.

“Majority of the number of inmate voters were from Pangasinan because it has seven district jails which have on-site facilities,” he said.

Based from the data of Commission on Elections (Comelec) in Pangasinan, at least 1, 014 inmates in the province are expected to vote on May 9.

DOLE sets special recruitment activities in Pangasinan


DAGUPAN CITY - Jobseekers participated in two separate special recruitment activities (SRAs) held in Pangasinan over the weekend.

The Department of Labor and Employment (DOLE) in the Ilocos said the Industrial Personnel and Management Services, Inc., a Quezon City-based licensed recruitment agency (LRA), held a two-day SRA at the Public Employment Service Office (PESO) in Lingayen town on April 16 and 17.

The LRA has POEA-approved job orders for nurses for the United Kingdom; engineers and skilled construction workers for United Arab Emirates and China; and skilled workers for Saudi Arabia.

Meanwhile, the E-GMP International Corporation, a Malate-based LRA, has slated a SRA at the Dagupan PESO on April 29 to make available nursing jobs, positions for professionals and skilled construction workers for Saudi Arabia and HOTEL AND restaurant workers for Kuwait.

DAGUPAN IS NOW 2ND MOST COMPETITIVE CITY IN REGION ONE



DAGUPAN CITY – For the first time, Dagupan City has been rated as second Most Competitive Component City in Region 1 by the National Competitiveness Council and the Regional Competitiveness Committee in Region 1.

This was known during the Local Government Unit Competitiveness Awarding for the Top Performing LGUs in Region 1 in the Cities and Municipalities Competitiveness Index at Marand Resort, Bauang, La Union on April 20.

Top one is San Fernando City, La Union and in third place is Vigan City, Ilocos Sur.

The city was also recognized as among the top three Most Improved Component Cities in the region along with Urdaneta City and Alaminos City of Pangasinan; top three in the Most Competitive Component City in Economic Dynamism in Region 1 along with San Fernando City, La Union and Candon City, Ilocos Norte; and top three as the Most Competitive Component City in Infrastructure in Region 1 along with San Fernando City, La Union and Urdaneta City, Pangasinan.

The awards were received by Mayor Belen T. Fernandez along with City Budget Officer Luz De Guzman, City Assessor and OIC City Planning and Development Officer Engr. Roland Suni, General Services Officer Engr. Melchor Guiang, One Stop Business Center Manager Randolf Ubando and CPDO Planning Officer III Marissa Torio.

HEAVIEST, LONGEST BANGUS WOW THE CROWD ANEW IN THE 2016 BANGUS RODEO

DAGUPAN CITY – The battle for heaviest and the longest bangus wowed the crowd anew in the 2016 Bangus Rodeo on April 22 in front of the city plaza.

Bangus Rodeo was one of the major events of the Bangus Festival along with Gilon-Gilon, Festivals of the North, Bangusine and Bangusan Street Party.

This year’s heaviest bangus weighed 5.600 kilograms, which is heavier than last year’s winner which was 4.410 kilograms. It was owned by Alfie F. Flores.

The second heaviest bangus weighed 3.52 kilograms and was owned by Alfredo A. Vidal and the third heaviest bangus was owned by Kevin Angelo Caneng with a weight of 3.025 kilograms.

The longest bangus measured 80.5 centimeters, longer than last year’s 76 centimeters, was owned by Alfonso F. Flores while the second longest bangus was owned by Alfie F. Flores with a length of 77.5 centimeters and the third longest measuring 71.5 centimeters was owned by Alfredo Vidal.

Each entry was measured from the tip of the mouth to the tip of the tail using the metric system.

The prettiest bangus was owned by Alvin Caguioa who won second place in 2014 for the same category. The second prettiest bangus was owned by Dominador M. Caguioa and the third was owned by Betty M. Marzan.

The winners in the prettiest bangus were chosen for having a clear and well rounded eyes with fine, smooth and orderly scales; head is small and beautifully crafted; stomach is bulging; grills are red and fresh; tail ideally are not equal in length; the lower fins is shorter; flesh is firm yet soft; odor is pleasant and alluring and its weight is not less than half and not more than one kilo.

After ushering the hosting of the Robinsons Land Corporation’s Robinson Mall at Barangay San Miguel here, Macanlalay said Pure Gold grocery store had been built facing Jollibee and Chowking’s restaurants
The other new business edifices being built here at Barangay San Miguel are a 200 room’s hotel owned by the Guanzon family of neighboring Dagupan City, two big furniture home depots, and electronic shops.

At around 11:40 AM of April 20, 2016 Dagupan City particularly at the Deco Stone Old De Venecia Highway Lucao District, Dagupan City,Police City Precinct 1 personnel based at Galvan Street, Dagupan City and PCP 5 personnel based at Lucao, Dagupan City under the direct supervision of the Chief of Police Supt. Christopher Abrahano arrested Jaime T. Salas, 53 years old, married, vendor and a resident of #27 Pag-Asa St., Quezon City; Moises B. Dejan, Jr., 53 years old, married, driver and a resident of No. 658 Interior, Cupang, Muntinlupa City; Edonel Tanares, 34 years old, single, driver and a resident of B10 L20. Osoro St., Maharlika, Imus, Cavite; Renaliza S. Cartusiano alias Leni Duran, 36 years old, single, and a resident of Zone 135 #9 Milagrosa St., Bagong Brrio, Caloocan City; Cristina I. Castro, 44 years old, single and a resident of Malibu-Matanda, Pandi, Bulacan and Maridel B. Adalla, 33 years old, single and a resident of Tiblong, San Fabian, Pangasinan upon complaint of the victim  Angeli Jean O. Ramos, 23 years old, single, and a resident of Arellano St, Dagupan City.



Initial investigation disclosed that at around 9:00 AM of April 20, 2016 after the victim (Ms Ramos) just came out from Landbank she was approached by Ms Cartusiano and pretended herself as a businesswoman who is looking to buy a decal stone for her business.
Further investigation reveals that while they were talking Ms Castro also approached followed by Ms Adalla and together they confederated with one another in convincing the victim to help them look for the said place where a decal stone is for sale. At that juncture, victim was then convinced to board a Hyundai Tucson with plate no. BCW-300 and together they went straight to Old De Venecia Highway, Lucao, this city.
While on board the said vehicle (BCW-300) a bundle of money was showed to her and after a rbief conversation she was convinced to put her money inside a pouch however when she brought out her Php 3,000.00 suspects then suddenly asked her if she still have more money. Victim told that her money was in their house so she was forced to text somebody and bring the money to them. Victim was then trying to tell them to just alight from the said vehicle but she was prevented as she was sandwich by Ms Adalla and Ms Castro.
Victim then conceded with the request of the suspect but instead of texting her family she sends a message to his friend a police officer of DCPS and informed them about the said incident as well as their location. The police officer then relayed the message to the Tactical Operation Center wherein mobile patrol and MASCO Units were immediately dispatched to verify the veracity of the said text message.

MANGALDAN – One of the biggest hoards in the province this year of illegal drugs worth two hundred thousand pesos had been recently seized by police operatives here.

“Confiscated that we used as evidence were seven sachets of suspected shabu (meta-amphetamine hydro-chloride) with estimated weight of more or less 40 grams with DDB (Dangerous Drugs Board) value more or less Php 200,000.00, Php 1,100 cash, and Php 500 buy bust money,”Superintendent Benjamin Ariola stressed.
He said that about 4:15 pm of April 14, 2016 police intelligence conducted a buy-bust operation in front of Jollibee store in Barangay Poblacion on a big time drug personalities.
The buy-bust, according to Ariola, resulted to the arrest of Maria Dequiya Zaldo, 55 years old and married, who is a laundrywoman and a native of Catarman, Samar, and Collen Dequiya Zaldo, 30 years old, with lived in partner, a native also of Catarman, Samar.
Maria and Collen both reside at Barangay Tandoc in San Carlos City.
Selling of shabu, despite of its volume, in the Philippines is a non-bailable criminal crime.

Meanwhile, the chief of police here who was the former chief of the Provincial Anti-Illegal Drugs Special Operation Task Group (PAIDSOTG), said that the arrest of illegal drugs violators had spiked here upon his assumption of his post in January this year.

Re-electionist Mangaldan Dad Dies

Mangaldan re-electionist Councilor Freddie Muyano Soriano passed away last Sunday.

The source said he felt dizzy and became unconscious when he was on a campaign sortie at Barangay Banaoang at around 10 pm last Friday.
Friends rushed him to Nazareth Hospital in Dagupan City where he was confined for two days before he expired Sunday afternoon.

Before becoming a member of the Sangguniang Bayan, the older Soriano was a 12- year village chief of Barangay Guilig of the town and served as councilor before his demise.

Source said his son Aldrin, a local ABS-CBN TV reporter, will succeed him as candidate for the town council under the Liberal Party's ticket of re-elective Mayor Bona Fe Parayno.

Legarda on Solid Waste Management

“Each year hundreds of millions of tons of waste are generated, much of it non-biodegradable, highly toxic and radioactive, from homes and businesses, from construction and demolition sites, from clinical, electronic and industrial sources. The Earth, our home, is beginning to look more and more like an immense pile of filth.”

I have just quoted Pope Francis in his encyclical, Laudato Si’,which profoundly explains how humans have been destroying the only planet we call home.

One of the things he has called for is to veer away from the throwaway culture and adopt a circular model of production and consumption to preserve our resources.

Technically, we have already responded to this call when in 2001, we enacted Republic Act No. 9003 or The Ecological Solid Waste Management Act, which mandates segregation of waste and establishment of a materials recovery facility (MRF) so that only residual waste are sent to sanitary landfills. It patronizes recycling and the use of recyclable materials to minimize waste output. It bans open dumpsites, the use of incinerators, and burning of waste. It promotes the use of environment-friendly disposal of solid waste.

The Philippines actually has one of the most beautiful laws on solid waste management in the world. But why have our rivers and bodies of water become filthy?

The Manila Bay, a source of food, livelihood and recreation to an estimated 23 million Filipinos, remains polluted with tons of garbage. More than 60 percent of the waste collected by environmental groups in the Manila Bay clean-up drives are made of plastic[1].

In fact, the Philippines is the third top contributor of plastic waste that enters the oceans with around 0.28-0.75 million metric tons of plastic marine waste annually, next only to China and Indonesia.[2]

This is very dangerous because plastic can choke and poison marine species and damage marine ecosystems. Ultimately, it can affect humans through the fish that we eat.

There is also the danger of environmental disasters caused by mismanaged waste such as trash slides—like what happened in Payatas, Manila in 2000 and Irisan, Baguio in 2011—and the flooding we experience during downpours because of garbage-clogged waterways.

All of this we could prevent if only we followed the law.

It has been 15 years since we passed RA 9003, but according to the Department of Environment and Natural Resources (DENR), as of 2015, only 36 percent, or 545 local government units (LGUs), have complied with all aspects of this legislation.[3]

Sual residents surrender guns to cops thru “Oplan Katok”

SUAL – The series of information dissemination dubbed “Oplan Katok” by the acting chief of police here bear fruits after several residents heed his call for the safekeeping by the cops of their loose and expired firearms.

and the maintenance of cleanliness in the town. Gonzales exhorted his men to
 be more vigilant and alert as they would be expecting volume of people to

“Operation Katok” was in compliance with the gun ban imposed by the Commission of Election for the almost120 days period before the May 9 national and local election and 30 days thereafter.
According to Police Senior Inspector Roderick Y. Gonzales, since “Operation Katok” or operation knock the doors started early this month, several residents complied with his call and surrendered for safekeeping their hand guns.
Illegal possession of firearm is a serious crime in the country.
Gonzales cited, for instance Village Councilman Gerardo Dulay from Brgy. Pangascasan here who surrendered his expired Caliber 45 pistol SAM-1911 with serial number S09981006 and Andres Babera Bordalo Jr., a retired Government Employee from Barangay Paitan West here voluntarily surrendered his expired firearm Caliber 380 pistol with serial number A000386.
Gonzales said his and his men’s aggressive information dissemination stance was by postings and distributions of decals and flyers at public places like barangay halls, waiting sheds of the various villages here with a statement on the consequences of being caught possessing loose and expired guns.
