BIR Central P’gasinan recipient of Seal of Excellence

CALASIAO – The Revenue District Office-4 here has been rated with the seal of excellence from the Civil Service Commission.
AWARDEE. Acting Region-1 Director Ed Pagulayan of the Bureau of Internal
 Revenue, whose office was an awardee of the Civil Service Commission,
 in huddle with BIR Commissioner Kim Henares and RDO-6 Chief Lawyer
 Maria Isabel Utit when Henares visited Pangasinan last month.
“We call it Anti-Red Tape Act or ARTA. Personnel from the Civil Service Commission surreptitiously entered RDO-4 and observed how government offices like BIR (Bureau of Internal Revenue), LTO (Land Transportation Office), GSIS (Government Service Insurance System), others serve the public,” declared by RDO-4 Assistant Chief Charmaine C. dela Torre.
The criteria of the Civil Service are excellence in the service on the taxpayers. They look on the front line services of the BIR personnel who are courteous on their dealing with their clients,” she stressed.
According to dela Torre among the six district offices of the BIR in Region 1 only RDO-4 and RDO-1-Laoag and BIR Region 1 office here have been the awardee.
Other government bodies like the LTO, GSIS, others in different parts of Region - 1 were recipients, too.
The RDO-4 chief is Fely C. Simon and the acting regional director is Eduardo L. Pagulayan Jr.
The award for the BIR Revenue’s District -4 was for 2015.
In year 2014 Eastern Pangasinan’s RDO-6 based in Urdaneta City was the recipient of the Seal of Excellence for year 2013 at Hotel Ariana and Restaurant in Bauang, La Union.
It was one of the 14 recipients of the awards from the CSC.
Dela Torre said the CSC’s ARTA awards started in 2013.
She said her office would be a recipient of the one hundred thousand pesos award from ARTA.

Dela Torre said the proceeds would be used to improve some facilities in RDO-4.

RDO-4 was an awardee of the Seal of Excellence
of the Civil Service Commission.
In evaluating government agencies and offices for ARTA, the CSC used a Report Card Survey.

It is an evaluation tool that provides a quantitative measure of actual public service user perceptions on the quality, efficiency and adequacy of different frontline services, as well as a critical evaluation of the office or agency and its personnel. It is an instrument that also solicits user feedback on the performance of public services, for the purpose of exacting public accountability and, when necessary, proposing change.
