Power-that-be in the pilgrim town Manaoag, Pangasinan told me that Vice Mayor Lito Arenas has moist eye for the mayoralty of the town in the 2016 polls.




He said Arenas’ vice mayoralty tandem would be Former Mayor Nap Sales.
“Big time private contractor si Lito. Si Nap cash strapped na and could not regain his old post as it would cost him an arm and leg to run for the mayorship”.
My source told me Mayor Kim Amador is a formidable force to reckon with.
“His sister, an Undersecretary at the Department of Budget & Management, has been generous in giving projects in Manaoag”.
He told me that Amador’s vice mayoralty tandem will be my friend Councilor Doods Rosario- former ally of mayoralty wannabe, my amiable pal too, Dr. Ming Rosario – a former board member.

Former Mangaldan Mayor Berex Abalos told me he will run for a seat at the Sangguniang Panlalawigan (provincial board).
“Maganda iyan, bakit kayong mga taga Mangaldan pinakamalaking bayan sa 4th (Congressional) District outside Dagupan City) wala kayong representation sa Sangguniang Panlalawigan? “ I posed.
He said he would be supported by his business patron Former Congressman Mark Cojuangco, a gubernatorial hopefull.

Mega Jobs Fair offers 17,000 jobs


DAGUPAN CITY - More than 17, 000 employment opportunities both local and abroad will be offered at the mega jobs fair organized by the Department of Labor and Employment (DOLE) –Central Pangasinan.

 Engracio Bailon, chief of DOLE-Central Pangasinan, said jobseekers may avail of these job openings on April 25, from 9:00 in the morning to 4:00 in the afternoon at the CSI City Big Atrium here.

Bailon said the event aimed to bring job opportunities closer to Pangasinenses seeking employment especially fresh graduates aspiring to work locally or abroad.

The jobs fair, which is in line with celebration of Bangus Festivals 2015, was organized with the help of the city government of Dagupan headed by Mayor Belen Fernandez.

Bailon said some 40 various companies as well as eight local and overseas job placement agencies have signified their interest to join the mega jobs fair.

 DAGUPAN CITY – “It’s my first time and I like the view out here," said Charles Roseberry of Missouri, USA.



 Roseberry  was among many foreigners who rode on the city's Island Tours where they made a close look at the beauty of the Dagupan's river after a one to two-hour leisurely ride.

 " The river is clean and its rich food is really delicious. I will definitely try it again with my family,” Roseberry quipped.

 Roseberry was with some balikbayans from  Los Angeles, San Francisco, California, Boston, Massachusetts, Daly City, and Baltimore, USA  who experienced the  Island Tours last April 23.

 Mayor Belen T. Fernandez, City Engineer Virginia Rosario and some education program supervisors accompanied the tourists as they traversed the island barangays of the city on board  t
he China and USA-themed Island Tour boats.

The tour made a stopover in a shallow sand bar in Pugaro where the group had a chance to feast on freshly-cooked local delicacies such as buttered crab, grilled tilapia, shrimp, pinakbet, fruits and lechon.

During the tour, a group of fisherman approached the tourists and showed them their bountiful catch which they eventually sold to the visitors.

 The group suggested to Mayor Belen that the city’s river can also be a good kayaking destination because it is clean and has a beautiful turquoise blue color.

Victor Manela and his daughter Caroline from Boston, Massachusetts,  referred to the island Tours as ‘more pleasant than the previous river cruise’ as they already tried the former Dawel river cruise in 2011.

Camacho wins Heaviest and Longest Bangus anew

DAGUPAN CITY – For the second time in a row, Marilyn Camacho of Pugaro Suit won the heaviest and the longest bangus competitions in the 2015 Bangus Festival Bangus Rodeo on April 24 held in front of the city museum.
The heaviest bangus this year weighed 4.410 kilograms while the longest recorded an official length of 76 centimeters, both of which were entered by Camacho.
Camacho also won the same categories last year when her entry weighed 7.66 kilograms while her entry for the longest bangus measured 87.5 centimeters.
Camacho won a total cash prize of P30,000 for both category aside from trophies.
Coming in second in the Heaviest Bangus category was the entry of Blas Gabriel Caneng of Pantal West at 4.270 kilos and in third place was the entry of Joey dela Torre of Pantal-Patalan, 3.220 kilos.
Caneng won the Heaviest Bangus title in 2008 and was also the holder of the Longest Bangus in 2008, 2010, 2011 and 2012.
Coming in second for the Longest Bangus category was the entry of Nagz Oviedo of Pantal-Patalan, 72 centimeters and the entry of Sandrell Bryan Caneng of Pantal West, 71 centimeters, in third place.
Cash prizes for the second and third places both for the Heaviest and Longest Bangus were P10,000 and P5,000 and trophies respectively.
The 2015 Prettiest Bangus title went to the entry of Raymund Dalioan of Calarin, Malued; second was Joseph Ferrer Jr. also of Calarin, Malued; and the third was the entry of Serwyn Rhod Montemayor also of Malued here.
The prettiest bangus cash prizes were P7,000; P5,000; and P3,000 respectively with trophies.
In selecting the prettiest bangus the judges have considered the following: eyes are clear and well rounded, scales are fine, smooth and orderly; head is small and beautifully crafted, stomach is bulging, grills are red and fresh, tail ideally are not of equal length, the lower fin is shorter; flesh is firm yet soft, odor is pleasant and alluring and the weight is not less than half kilo and not more than one kilo.
This year’s 2015 fastest bangus classifier was Melecio Melendez of Bonuan Gueset with a time of 2:7:16 minutes; second was Johnny Sendayen of Barangay Bolosan at 3:45:30 minutes; and coming in third was Ryan Doria at 4:4:69 minutes. All three won the same event in 2014 in the same order.
Each received cash prize and a trophy: P3,000; P2,000; and P1,000 respectively. Non-winners received P500 as consolation.
The fastest bangus eaters were Rosauro Ate of Pantal Guibang, first; Jaime Bucao Jr. of PNR Site, Mayombo, second; and Benedict Abalos of Barangay 1, third. Each receive cash prize and a trophy, P3,000; P2,000; and P1,000 respectively.
This year’s fastest bangus deboner were Catalina dela Cruz of Mangin, first; Francisca Masaoy of Mangin, second; and Julius de Vera of Pantal Guibang, third.

PESO holds mini jobs fair April 22



LINGAYEN – Various job opportunities were opened to Pangasinenses during the April 22 Mini-Jobs Fair staged by the Provincial Employment Services Office (PESO).

The job openings, according to PESO Manager Alex F. Ferrer, were for local and overseas employment for skilled and semi-skilled manpower talents.

Pangasinan is cleanest, safest, greenest province



LINGAYEN – Two more prestigious awards were accorded to Pangasinan by the Regional Development Council (RDC), recognizing the province as the “Cleanest, Safest and Greenest” local government unit and the Most Outstanding Project Monitor for 2014.
​The new twin awards were received by Gov. Amado T. Espino, Jr. on April 22 during the State of the Region’s Development Conference (SORDC) and RDC-1 Awards and Recognition Program held at Hotel Ariana in Bauang, La Union.
​RDC-1 Chairman Nestor G. Rillon, who is also National Economic Development Authority regional director, handed the award to Gov. Espino who was accompanied by Vice-Governor Jose Ferdinand Calimlim, Jr. in the awarding rites.
​Pangasinan bested all other provinces in Region 1 for having successfully complied to the criteria which include support system where the province has provided projects related to the program including budgetary support and equipment, and the presence of monitoring enforcement mechanisms; implementation and strict enforcement of related laws and ordinances and community mobilization and people’s participation in environmental protection and management like tree planting, coastal clean-up and barangay public order and safety enforcement activities.

Mayweather will dominate Pacquiao: ANALYSIS

Many boxing aficionados predicted that Filipino boxing icon Manny Pacquiao’s haymakers would dominate Welterweight pound-for-pound king Floyd Mayweather, Jr. on May 2 (U.S dateline) mega tussle of the century.
Since a boxer is as good as his last six fights, let’s dissect if Pacquiao whirling dervish southpaw stance has still the superiority or pop to deck out Mayweather.

When Pacquiao fought the “Walking Punching Bag” Brandon Rios and the “Run Away Bride”, er, Boxer Cris Algieri compobox bared Pacquiao unleashes a total punch rates of 790 for Rios and 669 for Algieri in the entire 12 Rounds.
In these two lopsided match ups, Pacquiao looks superb as based on his total punches  just like during those exploding years where he TKO’d (technical knocked out) and KO’d (knocked out) the bigger but dehydrated or struggling in weight Oscar dela Hoya, Antonio Margarito, and Miguel Cotto.
When Manny however fought Juan Manuel Marquez in 2011 and 2012, he unleashes only a total punch of 578
and 256 (before he was knocked out cold at the 6th Round) or an average punches of 48 and 42 per round on their 2011 and 2013  tussles, respectively.
Why the bone lazy punches from the Filipino to the Mexican compared to his bunches of punches on Rios and Algieri?
My Answer: Because aside from their being a ploughing punching bag and Runaway Bride, er, Pug, Marquez superb counter punching skills deterred Pacquiao to whimsically shoot his punches.
He became tentative if not cautious because he became vulnerable to the 1-2 or 1-2-3 of the Mexican every time he dropped a jab or a straight.
The Mexican fought intelligently by exploiting the weaknesses of the predictable style of the Filipino
 (Pacquiao’s right jabs then plunge his chin or set his legs for inertia to trigger his left power punch) by just turning clockwise to avoid the Filipino’s left power punch.
The last time I saw Pacquiao set his predictable left power punch by feinting first two supposed right jabs were in the 6th round of their 2013 match. Marquez made him pay for that blunder as Pacquiao allowed an opening of his chin as a knocked out target of the Mexican looping right punch.

BAYAMBANG -  The beleaguered mayor here who has string of cases at the Ombudsman has been sued anew by a business tycoon and this town’s vice mayor and councillors at the same anti graft body.
In an affidavit complaint received last April 20 by the Ombudsman in Luzon at Rosales, Pangasinan, Cezar Quimbao, owner of Stradcom Corporation, sued at the government anti-graft and corruption body this town Mayor Ricardo Camacho.

1st Criminal and Administrative Charges
The four charges Quimbao filed at the mayor were Section 3 (e) of Republic Act No. 3019 or otherwise known as “Anti-Graft and Corruption Practices Act”, Section 7 (A) of Republic Act No. 6713 or otherwise known as “Code of Conduct and Ethical Standards for Public Officials and Employees”, “Fraud Against the Public Treasury and Similar Offense under Article 213 of the Revised Penal Code, and Falsification by Public Officer under Article 171 of the Revised Penal Code.
The businessman anchored his charges on the Annual Gender Development Report submitted by the mayor at the Commission on Audit.
On the second page and at the 10th entry of the Report, Camacho claimed he paid 3000 pieces of grills and 2000 kilos of tilapia with the used of P1,896,000 local government funds.
“Being born and raised in Bayambang, Pangasinan, his hometown, which he deeply cares, complainant had thought that such a (bid to Guinness) world record would bring honour and prestige to his hometown, and would also boost the eco-tourism program of the town, and so, he agreed, in his own private capacity, to supply and provide for the 8,150.00 pieces of grills needed to break the record (one grilling station for every one meter); while the respondent (mayor) will sponsor a resolution before the Municipal Council of Bayambang to form their own committee to support the idea of the project and to solicit for the required number of fish to grill and among others. Complainant forthwith informed Manuel  R. Valdez, owner of Far East Industrial Supply & Co., Inc., to manufacture 8,150 pieces of barbeque grills with stand at the price of Php 580.00  each, or a total of Five Million Two Hundred Ninety Four Thousand and Two Hundred Forty Pesos (Php. 5,294, 240.00). A copy of the Job Order, Voucher, and Receipts are hereto, attached and respectively marked as Annexes “A” to “A-3” hereof,” Quimbao’s affidavit said.
He said it has been the tradition of this town to put up lines of grilling station booths during the town fiesta, which is every first week of April.
On April 5, 2013, Quimbao continued, in celebration of the 399th town anniversary he thought of an idea to have the  400th year of the town to break the Guiness World Record for the Longest Grilling Station of 6.2 kilometer set by Turkey.
“Thus a Committee was formed to which Dr. Hery Fernandez as the chairman, the complainant as co-chairman, and the respondent as member together with other private individuals. The committee agreed that in the next fiesta of the Municipality of Bayambang will be dubbed as “Kalutan Ed Dalan”,” Quimbao stressed.

P’sinan sponsors first in-house training of R1AA athletes for Palarong Pambansa



Lingayen- - -Pangasinan ‘s sports development thrust has extended its scope of action after the province sponsored for the first time a six-day in-house training of athletes not only from Pangasinan but from the three other provinces in Region 1 from April 17 to 21 at the Narciso Ramos Sports and Civic Center (NRSCC) in preparation for the Palarong Pambansa 2015.

Department of Education (DepEd) Regional Director Teresita Velasco commended Gov. Amado T. Espino, Jr. for providing opportunity for over 500 athletes from the region who will be competing in the Palarong Pambansa at Tagum City, Davao on May 3 to 9.

Velasco said the governor’s deep concern on the welfare of the youth, especially in terms of sports development, is praiseworthy, adding that such act is ‘seldom accorded to the DepEd by any other official.’

Gov. Espino, who assured full support to the regional delegation, on the other hand, said that the weeklong training sought to provide proper physical conditioning as well as right discipline for the young athletes.

The governor said that the entire region will hope and pray for the ‘best performance of all athletes, even as he noted that the victory of one will serve as the victory of all.

“We are doing this (youth and sports development) in Pangasinan and I am sure that leaders in your respective towns, cities and provinces are also doing the same,” the governor said.

Meanwhile, the DepEd regional director expressed belief that better results will be gained from the camaraderie that was strengthened among the participating athletes.

In related development, Pangasinense athletes and trainer-coaches from DepEd schools divisions in the province had started their version of in-house training as early as April 6 with athletes from other provinces in the region.

As of record, team Pangasinan remained as a consistent top performer placing as over-all 2nd runner-up in Batang Pinoy Luzon Leg for the years 2013 and 2014 in a field of more than a hundred participating Local Government Unit (LGU) delegations.

Pangasinan has also shown a considerably high performance in the Batang Pinoy national games for the past four years, placing in among the top ten contingents.

With full support of the provincial government, DepEd Pangasinan II romped off with the overall championship of R1AA 2015 with an overwhelming gold medal standing of more than half of the first runner-up’s.

Pangasinan II, on the other hand, harvested 88 gold followed by Ilocos Norte with 41; La Union, 37; Pangasinan I, 30; and Urdaneta City, 21.

Skimboarding at Capitol beachfront, newest Pistay Dayat sports adventure set April 27 – May 1




Lingayen – Skimboarding, a new adventure water sports, will be offered for free to enthusiasts at the Capitol beachfront from April 27 to May 1 as part of the annual Pistay Dayat celebration which reeled off last week.

Revelers to the annual summer festivity should take this opportunity to join the series of skimboarding clinics and exhibitions from 7-10am and 2-5pm on said dates to be conducted by the Skim-Your-Heart-Out (SYHO) group.

“Skimboarding was introduced in Lingayen last year during the Pistay Dayat celebration as another featured water sports activity, Provincial Population Office OIC Ellsworth Gonzales, event chairman, said.
The Espino administration is promoting skimboarding to attract more tourists, Gonzales added.

The SYHO will invite skimboarders from Agoo, La Union who will provide lectures and clinics to the participants. 

Skimboarding is like surfing, but played with smaller board without fins. It is usually played in shallow waters with small waves. Anyone who would want to try this activity will ride on a skim board, meet an incoming breaking wave and glide across the water surface then catch back to the shore in a manner similar to surfing.

Participants are advised to wear proper beach attire (shorts and shirt of any fabric except maong) and additional safety gears (goggles, elbow and knee guards, etc).

Skimboarding is open to all. Children below 15 years old should be accompanied by an adult/guardian who shall sign a consent/waiver form to be provided at the event site.

Slots will be limited per clinic on a “first come, first serve" basis.

Gonzales said personnel from Provincial Health Office (PHO) are tasked to check health concerns of the participants while Water Search and Rescue (WASAR) crewmen of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) will be deployed to ensure safety and security of the participants in the Capitol beach area for the entire duration of the skimboarding event.  /Mark Gerry Naval Oblanca

Pantal wins anew the Gilon-Gilon Street Dance Contest

BANGUS FESTIVAL 2014 GILON-GILON CITY – The rain unceasingly poured on the afternoon of April 17, but the Grand Opening of the 2015 Bangus Festival, highlighted  by the Gilon-Gilon ed Baley, went on with just little interruption with defending champion Barangay Pantal emerging anew as winner.

Aside from this, Pantal earned the right to represent the city anew in the Festivals of the North on April 26, of which it is also the defending champion and the contingent to beat.

Besting 18 other contingents, Pantal wowed not just  the judges but also the crowd with their colorful costume and their superb execution of the movements of fish farmers in the harvesting of bangus  even under the rain in the streets and in the city plaza, eventually winning the Gilon-Gilon ed Baley back to back for the second straight year.

Dagupan senior citizens urged to be active, productive

DAGUPAN CITY --Mayor Belen T. Fernandez  called on  the city’s elderlies to be always active, productive and to always live healthy for them to have a longer life.

In a speech during the induction of Barangay Senior Citizens Association last April 14, Fernandez said the reason why city government established the Senior Citizen Recreational Center at the People’s Park is to allow senior citizens develop their bodies and minds for them to live longer.

The center offers free Taichi every Tuesday at 8:00 am and ballroom  dancing lessons every afternoon.

All senior citizens are free to use the exercise area where they can also enjoy board games such as scrabble, dama, chess and domino to sharpen their minds.

The mayor said that the city will soon set up computers with internet connection in the center and hire basic computer instructors to teach seniors in using the internet and social networking sites so they will know how to contact their families abroad using modern technology.

Lastly, she called on senior citizens to inform her what other projects they want to be built so that these can be included in the city budget. (CIO photo by Mitz Cresencio )

Philippine Philharmonic Orchestra performs in Dagupan



DAGUPAN CITY – The Philippine Philharmonic Orchestra (PPO), country’s leading orchestra and one of the top musical ensembles in the Asia-Pacific Region, received a standing ovation  for their outstanding performance at the CSI Stadia on April 16 on the eve of the Grand Opening of the 2015 Bangus Festival.
 
Equally receiving rounds of applause were the Balon Dagupan Chorale when it sang several songs with the PPO like  "Isang Lahi", "Bohemian Rhapsody", and John Miles’  "Music Was My First Love", all arranged by Pong Mendoza, a member of the PPO who together with his wife Virginia Llamas-Mendoza guided the chorale in a series of practice weeks before the concert.
 
The Mendozas are from Dagupan City. 

In a crowd of more than 2,000, Maestro Olivier Ochanine led the PPO in playing world-renowned master-pieces like "Carmen", Ryan Cayabyab’s "Malinac Lay Labi" version and Eraserheads’ “Overdrive”, "Ang Huling El Bimbo" and more.

Ochanine thanked Mayor Belen T. Fernandez and Councilor Jigs Seen for a chance to perform in Dagupan again. PPO performed at the Dagupan City plaza during the city fiesta last December but was rained out.   .

103 police and army personnel finish bayanihan team activity training


 
CAMP BGEN OSCAR M FLORENDO – A total of 103 personnel of the Region 1 police and 81stIB, 7th ID, Philippine Army finished the joint police and military Bayanihan Team Activity Training on April 8)with simple graduation rites held at the Police Regional Office 1 (PRO1) Grandstand.
 
Police Chief Superintendent Roman A. Felix, PRO1 regional director, said 65 are members of the Regional Public Safety Battalion 1 (RPSB1) and 38 are soldiers of the 81st IB who completed the training that was started on March 1, 2015.
 
Felix said the joint training was a part of the peace development initiatives of PRO1 and Philippine Army specifically anchored on the Internal Peace and Security Plan (IPSP) of the Armed Forces of the Philippines (AFP) with the end purpose of bringing peace, security and stability in the community and to the nation as well.
 
Major General Glorioso V. Miranda, Commander of the 7th ID, PA and guest of honor and speaker, expressed the importance of collaboration of both PNP and PA to make sure the Bayanihan a successful one. He also emphasized the significant participation of the local government units as prime movers of internal peace and security.
 
“The key to “Bayanihan” is the blending of the ingredients in order to form a recipe. The ingredients of the entire recipe cannot be over simplified but the participation of the ingredients of this recipe is very important to attain our common denominator – peace, stability and security,” he stressed.
 
Miranda also gave a grade of above average to the graduates and even dare them that the grade of 100% shall be derived from the satisfaction of the people. “The final indicator that this training is going to be successful at 100% is when the people we are mandated to serve and protect tell us that indeed they are going to be very happy,” he added.

SC should act on justices who received P50M bribe

DAGUPAN CITY – Senator Alan Peter Cayetano said the Supreme Court should investigate on the purportedly P50 million bribery that ensued between lawyer Pancho Villaraza and the justices of the Court of Appeals to stall the suspension of Makati Mayor Jejomar “Erwin” Binay Jr.

Villaraza is an ally of the father of the mayor Vice President Jejomar Binay.

Recently Senator Antonio Trillanes said that the temporary restraining order (TRO) on the six months preventive suspension by the Ombudsman on the younger Binay  happened after  Villaraza gave P20 million each to Justices Jose Reyes Jr. and Francisco Acosta and additional  P5 million for each of them for the preliminary injunction.
Reyes and Acosta are members of the Sixth Division of the CA. The other member is Eduardo Peralta  who voted, too, for the injunction in favour of the mayor.
Last March 11, the Office of the Ombudsman preventively suspended Mayor Binay and 15 others for six months over the alleged overpricing in the construction of the Makati City Hall Building II.

Cayetano disclosed he is interested to see the evidences given by the informants to Trillanes.
