By Mortz C. Ortigoza

LINGAYEN – The chief of the 2nd Provincial Engineering District denies the huge drainage
system he constructed before were no match to the flood whenever there is
heavy downpour.
District Engineer Rodolfo Dion

District Engineer Rodolfo Dion said that every time the high tide at the egress in Pantal River
subsides, flood in Dagupan City disappeared.
The drainage system and elevation of major highways in the city have been bankrolled by
multi-million pesos under the watch of Rep. Gina de Venecia (4th District, Pangasinan).
Hindi naman stagnant ang tubig. Pag nag low tide nawawala. Wala problem kung talagang
continuous iyong ulan malakas. Hindi naman kaagad malaki ang effect”.
Dion cited the dredging at the mouth of the Pantal River, operated by the national office of the
DPWH, as another factor that mitigate the flood in the city.
Dion said DPWH for 2015 has P1.2 billion projects in the 2nd and 4th Congressional Districts
of Pangasinan.
The bulk of these funds, he cited, go to the construction of the shoulders of highways.
He said the concreting of the shoulders of highway near the boundary of Calasiao town
cost the government P10 million.
“Tapos naka include pina raising namin iyong papuntang (Barangay) Malued. Iyong dating
 lubog doon pinataas namin”.
He cited DPWH regional office has been concreting the shoulders too of AB Fernandez
East Street in Dagupan City.
