BIR Region 1 Examiners first to go in Revamp



CALASIAO – Examiners and collectors of the Bureau of Internal Revenue in the regional office based here have been reshuffled as ordered by BIR Commissioner Kim Henares as a first wave of a looming massive revamp of the same personnel all over the country.

According to Assistant Revenue District Office-6 chief Bernadette Mangaoang roughly 60 examiners and chief collection agents assigned in the six revenue district offices (RDO) of the tax bureau in the Ilocos Region have been affected by the reshuffle that started last May 2014.
“The law says that internal revenue officers assigned to perform assessment or collection function shall not remain in the same assignment for more than three years. This massive revamped has been a normal process at the BIR,” Mangaoang stressed as she cited Section 17 of the National Internal Revenue Code.
In the RDO-6 based in Urdaneta City, where she is assigned, all of the examiners there have been reassigned as far as Ilocos Norte, while new ones in RDO-6 come from other RDOs in Pangasinan and the provinces of Ilocos Sur and La Union.
The same situation took place in RDO-4 that included Susan Cabanayan, the chief of Assessment who has been given the green light for a new assignment in RDO-2 Vigan City, Ilocos Norte.
“We just do not know when would the assistant RDO-Chief like me and Charmaine (dela Torre of RDO-4 here) be given a new assignment,” Mangaoang told this paper when asked when she and dela Torre would be given the green light, too.
In September last year, the chiefs of the six RDOs in Region 1 have been replaced and reassigned outside the region.
Those reassigned  RDO chiefs in Region 1 wereRDO-1 Ilocos Norte, Melanie Soriano to Batangas; RDO-2 Ilocos Sur, Imelda Bueno to Core Expert Team, Metro Manila; RDO- 3 La Union, Erlinda Victorino to Lipa, Batangas; RDO- 4 Calasiao, Pangasinan, Christine Cardona to La Trinidad, Benguet; RDO-5 Alaminos City, Pangasinan, Quirino Ramos to Marilao, Bulacan; RDO-6 Urdaneta City, Pangasinan, Attorney Beverly Milo to Core Expert Team, Project Management & Implementation, Metro Manila.
 Those assigned as  RDO-chiefs in Region-1 were RDO-1 Simplicio Cabantac from Assistant RDO, RDO-31 Sta Cruz; RDO-2 Yolanda Ferrer from RDO chief of RDO-60 Lucena City; RDO- 3 Amador Ducut from OIC-RDO chief RDO- 21B-South Pampanga; RDO- 4 Renato Molina from RDO Chief, RDO- 24 Valenzuela; RDO-5 Emir Abutazil from Technical Assistant, Taxpayer Assistant Service, Metro Manila; RDO-6 Attorney Nasrollah Conding OIC-RDO RDO 92 Pagadian City
There are 4,000 BIR examiners and collectors all over the country.
According to a source who was privy on this reshuffle, most of these personnel in Region 1 have been overstaying based on the three years mandate by the law.
“Some of them are facing investigations like serious offenses extortion and harassment”.
Aside from the RDO’s chief and assistant chief, the examiners and collectors are the most powerful posts in the revenue district office of the BIR. (MCO)
