Actress-councilor Alma Moreno bares scholarship program




LINGAYEN---Actress-politician Alma Moreno, a councilor of Paranaque City, and  the National Chairman of the Philippine Councilors League today paid a courtesy call to Gov. Amado T. Espino, Jr. on her visit to Pangasinan to inform lawmakers of  programs and projects they can avail of.

            On top of these programs is a college and masteral scholarship program for city and town councilors across the country.

            Moreno was accompanied by Dagupan City Councilor Maybelyndela Cruz-Fernandez, federation president of the PCL, and who is also an actress-turned politician together with other PCL officers and former Dagupan City Councilor Michael Fernandez.

            Gov. Espino expressed his gratitude to the group for bringing to Pangasinan their programs which he considered as essential in the career advancement of local legislators.

            In an interview, Moreno disclosed that different capability building programs for all councilors in the country are now being implemented through  Memorandum Circular No. 144-2010 of the Department of Interior and Local Government (DILG) signed by the late Sec. Jesse Robredo.
           
            Dagupan City Councilor Fernandez said that among the programs is a free education to all local councilors to complete their baccalaureate and masteral degree courses. It also offers courses in Public Administration and Governance.

            “This program will help our undergraduate legislators to finish their courses and even encourage them to pursue masteral degree courses before their term ends,” she said. “Marami sa mga local councilors ang hindi nakatapos ng pag-aaral kaya sa pamamagitan nito ay matulungan natin sila.”

            Fernandez identified the Lyceum Northwestern University in Dagupan City as the school with whom the PCL tied up  for its scholarship program for legislators.

            Ms. Moreno said she was impressed with the aesthetic beauty and unique designs of the Capitol  and other government buildings in the Capitol complex.  “I’ve been to other provincial capitols pero masasabi  ko na mas impressive ang inyong Kapitolyo pati ang mga empleyado ninyo dito ay mababait at accommodating.” 


            She was the first female to become a National President of PCL in year 2012 and is again seeking re-election in the forthcoming election in March.
