Blanco, a member of Philippine Military Academy Class 1989, took over the command from Superintendent Lawrence Sison who assumed the post in a hold-over capacity after acting provincial director Sr. Supt. Marlou C. Chan left his post in December 17 for a new assignment as chief of the regional police directorial staff in San Fernando City, La Union.
Blanco, who hailed from Laoag City, was the chief of the powerful regional intelligence division of the police in Region 1. He was replaced by Sr. Supt. Magaway, a member of PMA Class 1986, as the top honcho of the intelligence division known in police nomenclature as R-2.
